<br />b) Elected officials selected pursuant to subsection (a) above, shall serve a minimum <br />term of one (1) year. Elected officials may be re-appointed to serve additional terms. <br /> <br />c) The Governing Board chairperson shall be selected from the appointed elected <br />officials on an annual basis, with the Chairperson rotating among member cities. <br /> <br />d) The city councils shall appoint board members under subsection (a), within thirty (30) <br />days after execution of this agreement. The Governing Board chairperson shall be <br />appointed within sixty (60) days after execution of this agreement. <br /> <br />e) Vacancies in Governing Board membership shall be filled within sixty (60) days. <br /> <br />3.6 The Governing Board shall be governed by the following rules: <br /> <br />a) The chairperson appointed shall preside at all meetings of the Governing Board. The <br />chairperson is a full member of the Governing Board and may vote on any issue. <br /> <br />b) Regular meetings shall be scheduled by the Governing Board and shall be held at any <br />ofthe parties' city halls and shall be open to the public. Regular meetings shall be <br />held at least once per quarter at a time to be determined by the Governing Board. <br /> <br />c) The chairperson shall have the power to call special meetings of the Governing Board <br />by giving written notice of the meeting to each member and to the mayor and city <br />administrator of each city. Said notice shall contain the date, time, place, and purpose <br />ofthe special meeting. Such meeting shall be called in compliance with the Open <br />Meeting Law. The chairperson shall also call a special meeting if requested by a <br />minimum of one Governing Board member from two separate member cities. <br /> <br />SECTION IV <br />OFFICIAL ADDRESS <br /> <br />Joint Powers Governing Board Office. The office of the Governing Board shall be 200 Civic <br />Heights Circle Circle Pines, MN 55014 or such other locations as the Governing Board deems <br />necessary.
