<br />The foDowlng are summary definitions of Community Development Block Grant 8igible ActivitIes. Please speak with an Anoka County

<br />
<br />Please Note: Although an activity may be deemed ellaible for CDBG funding, it does not guarantee funding. The Community
<br />Development Needs for the CDBG Program, as developed by the Anoka County HRA In the Comprehensive Plan sets-forth the priority
<br />of needs and as such, dictates which types of eligible actIvIlIes may be funded In a given year.
<br />
<br />Acquisition: The use of COBG funds to acquire real property, In whole or In part, by purchase, long-term lease, donation, or
<br />otherwise, for any public purpose. Real property to be acquired my be: Land, ~r rights, Easements, Water rights, Rights-of-way,
<br />Buildings and other property improvements, or other interests in real property. COBG funds may NOT be used for acquisition costs
<br />attributable to a building to be used for the general conduct of government or use for political activities.
<br />
<br />ClearancelDernolltlon: Clearance, demolition, and removal of buildings and improvements, including movement of structures to
<br />other sites.
<br />
<br />Code Enforcement: Code enforcement Involves the payment of salaries and overhead costs directly related to the enforcement of
<br />state and/or local codes. COBG funds may be used for code enforcement only In deteriorating or deteriorated areas where such
<br />enforcement, together with pUblic or private improvements, rehabilitation, or services to be provided, may be expected to arrest the
<br />decline of the area.
<br />
<br />Disposition: COBG funds may be used to pay costs incidental to disposing of real property acquired with COBG funds, including
<br />its disposition at less than fair market value, provided the property will be used to meet a national objective of the COBG program. The
<br />property may be disposed of through: Sale, Lease, Donation, or Otherwise. COBG funds may be used under this category to pay
<br />reasonable costs of temporarily managing such property (or property acquired with Urban Renewal funds) until final disposition of the
<br />property is made. For disposition costs to be eligible, the use of the COBG-acqulred property after disposition must meet a national
<br />objective of the COBG program. .
<br />
<br />Planning: COBG funds may be used for: Studies, Analysis, Data gathering, Preparation of plans, and Identification of actions that will
<br />implement plans. The types of plans which may be paid forwlth COBG funds Include, but a re not limited to: Comprehensive plans;
<br />IndMdual project plans; Community development plans, Capllallmprovement programs; Small area and neighborhood plans; Analysis
<br />of Impediments to fair housing choice; Environmental and historic preservation studies; and Functional plans (such as plans for
<br />housing, land use, energy conservation, or economic development). Note: Funds allocated to Planning AND Administrative costs,
<br />together, may not exceed a maximum of 20% of the annual grant funds.
<br />
<br />Public Facilities and Improvements: COBG funds may be used by the grantee or other public or private nonprofit entitles for the
<br />Acquisition Oncludlng long term leases for periods of 15 years or more), Construction, Reconstruction, Rehabilitation (including removal
<br />of architectural barriers to accessibility), or Installation, of public improvements or facilities (except buildings for the general conduct of
<br />government). This Includes neighborhood facilities, firehouses, public schools, and libraries, as well as water and/or sewer treatment
<br />plants, and the like. The regulations further specify that facilities that are designed for use In providing shelter for persons having
<br />special needs are considered to be public facilities.
<br />
<br />Public Services: COBG funds may be used to provide public services (Including labor, supplies, mateljals and other costs), provided
<br />that each of the following criteria Is met 1) The public service must be either a new service or a quantifiable Increase In the level of
<br />service; and 2) The amount of COBG funds obligated within a program year to support public service activities under this category may

<br />Rehabilitation: COBG funds may be used to finance the costs of rehabilitation as follows: Residential (publicly or privately owned),
<br />CommerciaUlndustrlal (for-profit rehab Is limited to exterior improvements and the correction of code violations, only), and Other rehab
<br />O.e., nonprofit-owned, nonresidential buildings and Improvements that are Incidental to the rehab of the property). 8igible types of
<br />assistance Include: Costs O.e., labor, materials, supplies and other expenses), Financing (grants, loans, loan guarantees, Interest
<br />supplements, etc.), Refinancing, Property Acquisition (for use or resale for residential purposes only), Security Devices, Insurance,
<br />Conservation, Water and Sewer, Tools (for lending purposes only), Barrier Removal, landscaping, Sidewalks, DrivewaYs (only when
<br />Incidental to other rehab of the property), Renovation of Closed Buildings, Historic Preservation, Lead-based paint hazard evaluation,
<br />Rehabilitation Services (staff costs and related expenses required for outreach efforts, etc.), and Business In Residence.
