<br />Relocation: CDBG funds may be used for reIocation payments and assistance to displaced persons. including indMduals. families, <br />businesses. non-profits, and farms. where required under section 570.606 of the regulations (pursuant to the Uniform Relocation Act). <br /> <br />Special Economic Development ActIvItIes: There are three (3) types of Special Economic Development Activities identified by the <br />CDBG program. CDBG funds may be sued for the following special economic development activities: <br /> <br />1) Commercial or Industrial improvements carried out by the grantee or a nonprofit subrecipient, Including: <br />a. Acquisition <br />b~ Construction <br />c. Rehabilitation <br />d. Reconstruction, or <br />e. Installation of commercial or industrial buildings or structures and other related real property equipment and <br />improvements. <br /> <br />2) Assistance to private for-profit entities for an activity determined by the grantee to be appropriate to carry out an economic <br />development project. This assistance may include. but is not limited to: <br />a. Grants; <br />b. Loans; <br />c. Loan Guarantees; <br />d. Interest Supplements; <br />e. Technical assistance; or <br />l Any other form except for those described as ineligible (such as political activities). <br /> <br />Special economic development activities may include. but are not limited to: <br /> <br />lJ Construction by the grantee or subreciplent of a business Incubator designed to provide Inexpensive space and assistance to <br />new firms to help them become viable businesses. <br />lJ Loans to pay for the expansion of a factory or commercial business, <br />lJ Technical assistance to a business facing bankruptcy, and <br />lJ Providing training needed by persons on welfare to enable them to qualify for Jobs created by CDBG-ass/sted special <br />economic development activities. <br /> <br />The level of public benefit to be derived from the special economic development activity must be appropriate given the .amount of <br />CDBG assistance being provided. <br /> <br />Page 8 <br />
