<br />SECTION vm <br />:FUNDING <br /> <br />8.1 Member Contributions. During each calendar year each member city shall make equal <br />monthly payments to the Department of: its share of the total operating budget and police <br />headquarters in Circle Pines lease paym~ as provided for in Section vm of this Agreement. <br />Capital and operating expenses of the Department sha1l be contributed by each city according to <br />the following formula: <br /> <br />The following calculation shall determine each member city's share of the member cities' <br />annual contribution to the operating portion of the police budget. The formula weights calls at <br />4()OA>>, population at 4()OA>> and International Association of Chiefs of Police (IACP) formula for <br />number of officers at 20%. ' <br /> <br />Formula: <br /> <br />~ (%A x40) + (%Px40) + (%0x20) = city total <br /> <br />~ Each city's individual total is summed to achieve a grand total. The City's <br />percentage of the grand total is their share of the City's contribution to the police budget. <br /> <br />A = Each city's average number of complaint numbers generated for the last three (3) <br />calendar years as a percentage of total calls. <br /> <br />P = Each city's population. Source for population information sha1l be the latest <br />Metropolitan Council estimate of the population as a percentage of the member cities total <br />population. <br /> <br />o = The number of officers each city would require as determined by the IACP staffing <br />formula as it existed in 1999 as a percentage of the total officers suggested by the formula.
