SECTION vm :FUNDING 8.1 Member Contributions. During each calendar year each member city shall make equal monthly payments to the Department of: its share of the total operating budget and police headquarters in Circle Pines lease paym~ as provided for in Section vm of this Agreement. Capital and operating expenses of the Department sha1l be contributed by each city according to the following formula: The following calculation shall determine each member city's share of the member cities' annual contribution to the operating portion of the police budget. The formula weights calls at 4()OA>>, population at 4()OA>> and International Association of Chiefs of Police (IACP) formula for number of officers at 20%. ' Formula: ~ (%A x40) + (%Px40) + (%0x20) = city total ~ Each city's individual total is summed to achieve a grand total. The City's percentage of the grand total is their share of the City's contribution to the police budget. A = Each city's average number of complaint numbers generated for the last three (3) calendar years as a percentage of total calls. P = Each city's population. Source for population information sha1l be the latest Metropolitan Council estimate of the population as a percentage of the member cities total population. o = The number of officers each city would require as determined by the IACP staffing formula as it existed in 1999 as a percentage of the total officers suggested by the formula.
