<br />SECflON IX <br />BUDGET <br /> <br />9.1 GoverninS Board Bucfset Process. The Chief of Police shall submit a budget to the <br />Governing Board by July 1st of each year. <br /> <br />The Governing Board shall then review the proposed budget and make a recommendation to the <br />member cities by August 1st. Each city shall have until September 15th to accept the budget. If <br />all member cities have not accepted the budget by September 15th, the Governing Board will <br />make an attempt to resolve outstandi"8 issues and shall report back by October 31st. The cities <br />will then have from October 31st to November 30th to approve the proposed budget. All new <br />budgets must be agreed to by all member cities, to become effective. <br /> <br />9.2 Base Budget. It; by November 30th, the member cities are unable to mutually agree on the <br />proposed budget for the upcoming year, the amount of the previous year's operating budget will . <br />be increased by the lesser of the following: <br /> <br />a) The increase in the July to July, Minneapolis and St. Paul Consumer Price Index for all <br />Urban Consumers (CPI) for the period ending most immediately prior to the <br />commencement of the budget year over the same index for the previous year. <br /> <br />or <br /> <br />b) The increase in the most restrictive levy limit applicable to the budget year placed on <br />any of the member cities over the levy limit for that member municipality for the prior <br />year. <br /> <br />In the event (a) or (b) decreases, the operating budget shall remain the same. <br /> <br />SECTION X <br />llISPu",~ <br />RESOLUTION <br /> <br />10.1 Di$pute Process. Whenever there is a disagreement between the member cities as to the <br />mes.ning or application of any of the terms hereunder, or as to the respective rights, powers, <br />duties and obligations of the member cities, and the disagreement cannot be resolved, the parties <br />shall engage in a dispute resolution process as follows: <br /> <br />-------------.- ~-~"----~-----~-=----=--- - - <br />a) A member city initiating the dispute resolution process shall forward .Written <br />statement of the dispute to a regular or special meeting of the Governing Board. The <br />Governing Board shall have six (6) months to resolve the dispute. <br /> <br />b) If the dispute is not resolved as provided for in Section 10(a), the matter shall be <br />forwarded to the Anoka County Mediation Service or if Anoka County Mediation <br /> <br />-8- <br />
