<br />.Any Employee hav.ing an interest in any proposed legislative action of the City <br />Coimcil and who gives an opinion or recommendatiOn to the Coun~ Shall discloSe <br />on the record of th~ Council meeting the na~ and extent of such an in~t. <br /> <br />No Employee may'purcliasepersonal property from the City except property that is <br />. no longer needed bY the City under the fonowing conditions: ' <br /> <br />A) There is a reasonable public notice and the goods are. sold through public <br />auction; and ' <br /> <br />B) The property is sold by a sealed bid process and the Employee has the <br />highest responsible bid. The Employee who buys the property must not be <br />involved in the auction or seaJ.ed bid process. ' , <br /> <br />No Employee may accept any gift or gratuity in any size under cttcumstances in <br />which it could be reasonably thought to influence him or her in the performance of <br />his or her official 'duties or in which it appears to be a reward for any official action <br />on his or her part Gifts or gratuities which may be acceptable ue as fonows: <br /> <br />A) Awards for meritorious civic service contribution; <br /> <br />B) Unsolicited items that are donated to and shai:ed by the wotk group; <br /> <br />C) Unsolicited advertising or promotional materials with a value of less than <br />$5.00; <br /> <br />D) Unsolicited items such as meals which may be provided during meetings, <br />receptions, or other gatherings where the elected official or Employee is in <br />attendance in his/her official capacity. <br /> <br />20.3 Nepotism <br /> <br />General: Relatives of cw:rent City Employees and City Council members are not <br />eligible for employment in job c1assifi~tion in which a conflict of interest may occur. <br />Therefore, relatives will not be hired where: ' <br /> <br />A) One relative would have the g authority or practical power to supervise, <br />appoint, remove, or discipline the other; <br /> <br />B) One relative would be .responsible for auditing the wotk of the other; <br /> <br />C) , Other cirCumstai1ces exist which woUld place the relatiVe inasiiuation of <br />actual or ieasonable foreseeable conflict between the City's interests or their <br />own; or <br /> <br />38 <br />
