This letter intends to explain the quotes <br /> and outline staff's recommendation for award of the rehabilitation contract. <br /> Background <br /> Sanitary Sewer Lift station#2 is on Peltier Lake Drive,just west of Mill Road on the <br /> west side of Clearwater Creek. It serves a good portion of the northwest part of the city <br /> and also takes flow from Lift Station#1. As with all of our lift stations, it has two <br /> pumps, for redundancy and for emergency(high flow)instances. <br /> Recently, one of the pumps has been having performance issues,is beginning to <br /> deteriorate, and is causing additional deterioration at the connection between the pump <br /> and internal piping. Some of the issues are thought to be from the"flushable wipes"and <br /> other debris. Because of this trend, many municipalities are switching out pumps for <br /> ones which are more reliable and deal better with solids,rags, etc. The new,more <br /> reliable pumps are somewhat less efficient,but this is offset by their ability to pass <br /> troublesome debris in the wastewater. <br /> The city's public works staff solicited proposals, through direct negotiation, from three <br /> different vendors for the rehabilitation work needed at the lift station, including new <br /> pumps, rail system and the necessary appurtenances. Often,in this industry, each <br /> vendors favors and perhaps exclusively deals with certain pumps or pump brands. With <br /> the three vendors selected, each proposed a slightly different pump, all of which are <br /> different from the previous pump style. <br />
