City of Centerville <br /> Council Meeting Minutes <br /> November 8,2017 <br /> Motion by Council Member Montain and, seconded by Council Member King to <br /> Approve Res.#17-016 Delinquent Municipal Utilities, Garbage & Nuisance/City <br /> Abatement Services (4th-6th Billing Cycles of 2016 & lst —3rd Billing Cycles of 2017. <br /> Such amounts will be assessed to PIN through County Property Tax Statements <br /> payable in 2018 . All in favor. Motion carried. <br /> 2. Request to Proceed with Construction of Shoreland Restoration—Trailside <br /> Park—Bids Not to Exceed $55,000 —Mr. Greg Burmeister <br /> Lead Project Coordinator, Greg Burmeister, explained that erosion on the shoreline of <br /> Centerville Lake had caused the loss of approximately seven feet in the area near <br /> Trailside Park. There is concern for the City's sewer line being close in proximity and the <br /> shoreline needs to be restored to prevent further erosion. Staff met with Anoka County <br /> Conservation District and Rice Creek Watershed District representatives to plan a <br /> resolution. The restoration would cost approximately $55,000, but preliminary <br /> indications are that RCWD will provide a grant for 50% of the cost. Interim <br /> Administrator Larson recommended that Council authorize securing bids for the work <br /> and applying for a grant from RCWD to pay for part of the cost. An option that was <br /> offered was to allow the work to proceed, if RCWD approves a 50% matching grant. <br /> RCWD Board meets in early December. <br /> Motion by Council Member Koski, seconded by Council Member Love to authorize <br /> staff to secure quotes, authorize a grant application to RCWD, and allowing staff to <br /> proceed with the work right away, if a 50% grant is approved. All in favor. Motion <br /> carried. <br /> 3. RFP Garbage Collection <br /> Interim Administrator Larson reported that the contract for garbage and recycling <br /> collection with Waste Management expires on February 1, 2018 and Council previously <br /> expressed its desire to secure proposals for a new contract. Interim Administrator Larson <br /> indicated that the process could take several months and suggested that the goal be for a <br /> new contract by June 1, 2018. Specifications for proposals would be needed; a submittal <br /> period; evaluation and selection of a contractor and awarding a contract. A new <br /> contractor would secure containers, establish routes and a billing structure. Interim <br /> Administrator Larson noted that the current contract allows the contractor to have his <br /> unpaid accounts certified for collection as a special assessment against the properties <br /> served. This avoids a contractor cutting off service from properties whose accounts are <br /> delinquent. <br /> Council Member King stated that he did not like the system that would potentially allow <br /> someone to lose their property to delinquent assessments because of a private garbage <br /> bill. Interim Administrator Larson stated that if the City where to abate any nuisance on <br /> behalf of a resident, the procedure would be the same. <br /> Page 5 of 7 <br />
