In general free-standing, large or internally <br /> lit signs should be prohibited. <br /> • Evaluate TIF, CDBG and other funding options to provide assistance for CBD <br /> redeye.lo.pment....:rehabifitatlen and the esta4adlsh ent of a shoPping center. <br /> • Develop retail uses in a clustered or shopping center concept as a preferred <br /> alternative to strip malls or scattered development. <br /> • Connect shopping areas to each other and to residential areas with <br /> sidewalks and pedestrian byways and bicycle trails. <br /> • Establish commercial land uses in proximity to commercial development of <br /> adjacent communities to maximize the benefit for businesses within <br /> Centerville. <br /> • Maintain standards for landscaping and screening to ensure adequate <br /> aesthetic controls. <br /> • Maintain adequate standards for buildings and signage design, site access, <br /> parking, maneuvering, loading, and structure setbacks. <br /> • Enforce standards for structure upkeep and site maintenance to ensure <br /> long-term aesthetic controls. <br /> • Revisit all established standards as appropriate. <br /> It is the goal of the City of Centerville to: <br /> • Support the development of a mixed-use downtown consistent with the <br /> goals laid out in the Master Plan. <br /> Use the mixed-use designation to promote well-designed, pedestrian- <br /> oriented development that enhances the quality of life for City residents and <br /> promotes a "traditional neighborhood" or small town atmosphere. <br /> • Review the downtown develo ment Ian and uidelines. <br /> It is the policy of the City of Centerville to: <br /> • Require that all development in the area identified as the downtown follow <br /> the goals, policies and guidelines of the Downtown Master Plan. <br /> • Utilize City regulatory and economic development tools to encourage <br /> commercial and residential development within the downtown area that is <br /> consistent with the vision of the Master Plan. <br /> • Require that all development within areas guided for mixed-use have <br /> sidewalks on both sides of every street. <br /> Chapter 2 1 Page 4 <br />
