MEMORADNUM <br /> To: City of Centerville, Mayor and Council <br /> From: Kurt B. Glaser, City Attorney <br /> Date: February 5, 2018 <br /> Re: Garbage Request for Proposals <br /> Summary <br /> The Council directed Staff to put the City-wide Garbage contract out for new proposals. The attached <br /> Request for Proposals ("RFP") asks Haulers to make proposals to the City which follow the same general <br /> specification as the current services provided. This memo outlines some of the highlights and new features <br /> contained in this RFP. <br /> Timing <br /> Our current contract ends June 30. The new contract would begin service July 1.The Council would award a <br /> new contract in April to give a new Hauler time to prepare to serve approximately 1300 City accounts. <br /> Who Is Served? <br /> Under the existing and proposed contracts,the Hauler must provide garbage services to single family homes <br /> and townhomes up to the size of a four-plex. Apartment buildings and business are responsible for <br /> individually contracting with a Hauler for garbage services. <br /> What Services Provided? <br /> The proposal covers garbage and recycling,with an option for residents to have yard waste removal. <br /> Garbage Cans <br /> Under the existing and proposed contracts, the City owns the garbage and recycling containers. Since the <br /> City owns the containers, this does not present an economic barrier to entry for another Hauler to bid for <br /> the waste removal services. <br /> Billing <br /> The RFP proposes two options for billing: one option where the Hauler bills the residents, the other where <br /> the City bills the residents. In both cases, the City collects overdue invoices from delinquent accounts by <br /> assessing the resident. The advantage of having the City bill the residents is that we already bill for utilities. <br /> Adding bills for garbage to the utility bills would be a small incremental cost that could be passed on to the <br /> residents in the form of a smaller bill for garbage services. <br /> 20 <br />
