City of Centerville <br /> Council Meeting Minutes <br /> January 10,2018 <br /> Council Member Montain questioned the need for obtaining bids or whether this was a <br /> continuation of the current contract. Administrator Statz stated that in the past the City had two <br /> (2) separate contractors that provided lawnmowing and weed control; however, both of these <br /> contractors went out of business within the contract periods so that the current contracts do not <br /> renew simultaneously. He stated that Public Works Director Palzer desires to renew the existing <br /> contact with Tru-Green for one (1) year allowing for the potential to secure one (1) contractor for <br /> all services by bidding both in 2019. Tru-Green has agreed to hold its prices again this year, as it <br /> has for several years. <br /> Motion by Council Member Montain, seconded by Council Member Koski to Approve <br /> Consent Agenda Item #5. <br /> Lengthy discussion ensued regarding applicators, need for licensing, ability to obtain eco- <br /> friendly applications, cost variations, timing of the renewal and additional research going <br /> forward prior to contract bidding in 2019. <br /> All in favor. Motion carried. <br /> VI. OLD BUSINESS <br /> 1. 2018 Fee Schedule—Water Rate Tier System & Water Meter <br /> City Administrator Statz stated that legislation was enacted requiring municipalities to conserve <br /> water resources and that the City of Centerville, similarly to many others, have taken the <br /> approach that tier rating for water utilities would heighten the public's awareness of conserving <br /> water. However, the City of Centerville's tier rating does not commence until usage exceeds <br /> 90,000 gallons in a two (2) month period. He stated that comparative to other communities, the <br /> City's lower tier fees are higher, but the higher tiers' fees are lower than surrounding cities. <br /> Lengthy discussion ensued regarding rate increases, fund increases, potential for penalizing <br /> larger families, watering regulations for new sod, amount of delinquencies, adjusting for revenue <br /> neutrality and consensus for water conservation. <br /> Administrator Statz will gather additional information for further discussion. He also stated that <br /> the City has received costs associated with purchasing water meters and the fees should be <br /> adjusted for resale at the same time. <br /> 2. Donor Agreement w/Mr. Tom Dupre <br /> Administrator Statz stated that a donor agreement has been reached with Mr. Tom Dupre which <br /> differs from the previous agreement which contained a 100 year clause for a donor to request <br /> return of items. He stated that there are two (2) lists of items which contain items that they can <br /> retrieve from the City within a set period of time and a list of items that they have no control <br /> over which will be encompassed in the grant.
