• May be required to attend after-hour meetings of Council, Commissions, etc., as <br /> assigned or needed. <br /> • Administers various grants that the City has received from the State and Federal <br /> agencies. <br /> • Performs periodic analysis of utility rates to assure the receipts adequately cover costs <br /> of the utility and that financial stability of these funds are maintained. <br /> • Acting Administrator in the absence of the City Administrator. <br /> • Performs other duties as assigned. <br /> PERIPHERAL DUTIES: <br /> • Develops finance related ordinances, resolutions and procedures. <br /> • Represents the city at various conferences and meetings. <br /> • Estimates total City resources and makes appropriate projections of finances. <br /> • Administers the City's group health and benefit programs. <br /> MINIMUM QUALIFICATIONS: <br /> • Graduation from an accredited four-year college or university with a degree in <br /> accounting, finance, business or public administration, or a closely related field. <br /> • Minimum of two (2) years of progressively responsible municipal finance work. <br /> • Two (2)years of supervisory experience. <br /> DESIRED QUALIFICATIONS: <br /> • CPA designation. <br /> • Experience in Network Administration& Employee Benefits. <br /> • Preferably five (5)years of progressively responsible municipal finance work. <br /> • Demonstrated ability to write successful grant applications. <br /> • Demonstrated ability to administer various types of grants. <br /> NECESSARY KNOWLEDGE, SKILLS AND ABILITIES: <br /> • Considerable knowledge of modern governmental accounting theory, principles, and <br /> practices; considerable knowledge of internal control procedures and financial <br /> packages. <br /> • Considerable knowledge of office automation and computerized financial <br /> applications. <br /> • Considerable knowledge of public finance and fiscal planning. <br /> • Considerable knowledge of payroll and accounts payable functions. <br /> • Working knowledge of budgetary, accounting and reporting systems, GAAFR, <br /> GAAP and GASB. <br /> • Ability to prepare and analyze complex financial reports. <br /> • Ability to maintain efficient and effective financial systems and procedures. <br /> • Ability to effectively supervise staff. <br /> • Ability to establish and maintain effective working relationships with employees and <br /> City Officials; ability to communicate effectively orally and in writing. <br /> SPECIAL REQUIREMENTS: <br /> A valid state driver's license or ability to obtain one within three months.
