• Develops financial studies and plans; forecasts, estimates, and monitors the financial <br /> condition to assure fiscal well-being of the City. <br /> • Manages and invests monies according to legally approved investment practices for <br /> City funds and other funds as assigned. <br /> • Prepares and coordinates the production of annual reports and fiscal projections for <br /> Tax Increment Finance (TIF) Districts and Securities and Exchange Commission <br /> Bond Continuing Disclosure requirements. <br /> • Oversees accounting entries to reflect Council actions and management decisions. <br /> • Oversees the posting and reconciliation of ledgers and accounts. <br /> • Oversees payroll, accounts payable, deposit of monies, and fixed asset processing. <br /> • Oversees utility and general billing. <br /> • Advises City Administrator and City Council on cash planning and availability. <br /> • Responsible for ongoing relationship of the City's banking services. <br /> • Implements and maintains City's capital financing programs. <br /> • Works with CPA firm and bonding consultants in coordinating information for audits, <br /> annual financial statements, and bonding records. <br /> • Coordinates and prepares information for bond sales. <br /> • Assists City Administrator with the monitoring of proposals, agreements and <br /> contracts/leases. <br /> • Oversees the administration of City debt. <br /> • Provides monthly and quarterly reports to Council. <br /> • Prepares special reports and analysis as required and/or directed by the City <br /> Administrator or City Council. <br /> • Submits various reports to State and Federal agencies as requested/required. <br /> • Assists in preparation of applications for grants, TIF Plans, Bond Offering <br /> Statements. <br /> Payroll/Com pens ation/E mployee Benefits <br /> • Directs all functions of payroll, including the preparation of payroll checks, and <br /> ensures proper handling and reporting of all required and voluntary deductions. <br /> • Recommends adequate general property, liability, workers' compensation and other <br /> casualty insurance coverage according to City's risk tolerance and maintains up-to- <br /> date records with insurance carriers. <br /> • Administers City's benefits plans, PERA and unemployment compensation; review <br /> and update health, life, deferred compensation plans as needed. <br /> • Acts as liaison between City employees and insurance carriers supervising <br /> implementation of policies, processing of adjustments, renewals, policy changes, <br /> claim issues and all other insurance matters. <br /> Administration/Supervision <br /> • Plans and develops sound accounting policies and administrative practices for City <br /> Administrator and City Council. <br /> • Keeps informed on pending state and/or federal legislation <br /> • Delegates work assignments to responsible employees as needed. <br /> • Performs timely performance evaluations of finance employees. <br /> • Participates in Staff meetings and in developing overall policies and procedures for <br /> the City. <br /> 22 <br />
