City of Centerville <br /> Council Meeting Minutes <br /> March 28,2018 <br /> IV. PUBLIC INPUT <br /> 1. Storm Water Pollution Prevention Plan/Municipal Separate Storm Sewer System <br /> (SWPPP/MS4) <br /> Administrator Statz stated that the public input meeting is an annual requirement and the MS4 <br /> provisions through the City's permit with the MPCA allowing discharge of storm water which is <br /> considered to be a pollutant. He explained that there are six (6) components to the program <br /> including: Public Education and Outreach; Public Participation/Involvement; Illicit Discharge <br /> Detection & Elimination, Construction Site Stormwater Runoff and Post Construction <br /> Stormwater Management and Good Housekeeping that must be met annual basis. Mr. Statz <br /> stated that the city provides residents information regarding storm sewer runoff in the vestibule, <br /> on the website, through Anoka County and RCWD. He also stated that staff is trained in <br /> detecting spills, containment and notification of appropriate authorities. He reported that the <br /> City sweeps the streets in an attempt to deter leaves and waste from entering creeks and lakes <br /> which assist in good water quality. <br /> Mayor Paar opened the Public Input meeting at 6:47 p.m. No audience members chose to speak <br /> regarding this issue. <br /> Council Member Montain, seconded by Council Member Koski to close the input meeting <br /> at 6:47 p.m. All in favor. Motion carried. <br /> Council Member Koski reminded residents to their assistance in keeping the roadways/storm <br /> sewers clear of leaves, garbage and construction debris assists the City in ensuring clean water is <br /> draining to the lakes and streams. <br /> Administrator Statz stated that homeowners used to pour used drain oil in the storm sewers and <br /> educational efforts have and are being made to cease this behavior. Discussion ensued regarding <br /> a previous Scout project placing educational plaques and stenciling near/at the storm sewers so <br /> that residents are informed. It was discussed that this may be another project for a Scout group <br /> and Administrator Statz stated that he would speak with a Scout Leader regarding this item. <br /> Council Member Montain questioned the scheduled dates for street sweeping as the City works <br /> in conjunction with the City of Hugo to perform these services. Administrator Statz stated that <br /> he would attempt to obtain a date for these services. <br /> V. SET AGENDA <br /> Motion by Council Member Montain, seconded by Council Member Love to Approve the <br /> Set Agenda. <br /> Council Member Love requested that V. Appointments/Presentation be moved to Item #3 of the <br /> Agenda. <br /> Page 2 of 5 <br />
