City of Centerville <br /> Council Meeting Minutes <br /> March 28,2018 <br /> unsuccessful. He is requesting the advertisement of the position to determine difficulty in <br /> obtaining an adequately trained individual in municipal accounting. <br /> Discussion ensued regarding effects on the budget for the Finance Director position ($40,000- <br /> $50,000), job duties, ability to share services, hiring of a consultant, percentages of wage being <br /> expensed to the general fund, sewer, water and storm sewer. Consensus of the Council was to <br /> share services or hire a part-time individual if possible rather than hiring a full time individual. <br /> Motion by Council Member Koski, seconded by Council Member Love to advertise for the <br /> Part-Time Finance Director Position. <br /> Discussion ensued regarding hiring of a full-time individual was the least optimal option but <br /> hiring of a consultant would not be out of the question and additional information should be <br /> brought forward regarding the cost of this option. <br /> Council Member Koski accepted the Friendly Amendment along with Council Member Love. <br /> All in favor. Motion carried. <br /> b. Lead Project Inspector - Administrator Statz provided some background information <br /> regarding the inception of the position in 2009 with many construction projects taking place at <br /> that time and the need for decreasing inspection costs associated with Bonestroo/Stantec. Mr. <br /> Burmeister took on the position with background in construction and has also served as a <br /> Maintenance Worker with snowplowing responsibilities along with all other Maintenance <br /> Worker duties. <br /> Discussion ensued regarding the possibility of Mr. Burmeister completing contractual work for <br /> the City, decreasing the amount of summer seasonal Maintenance Workers to two (2) rather than <br /> four (4)to assist in offsetting the budget increases of hiring two (2) full-time Maintenance Works <br /> and a part-time Finance Director, larger strain on the budget as these entry level employees <br /> progress in the position, decreasing one (1) Maintenance Worker in the past, sharing of project <br /> inspections with another community and the need to discuss one (1) additional staff person at <br /> time of budget discussions. <br /> Motion by Council Member Montain, seconded by Council Member Love to Advertise for <br /> one (1) Full Time Public Works Position and to Investigate Shared Construction <br /> Inspections/Consulting Services. <br /> Council Member Love questioned not limiting the Public Works Technician Position to an entry <br /> level position. Administrator Statz stated that Staff advocates for an entry level person to <br /> promote diversity of experience level and costs. City Attorney Glaser stated that the City <br /> determines the wage scale and if a more advanced individual considers taking the position at that <br /> pay level there is nothing wrong with that. Administrator Statz suggested a pay scale of Step 1- <br /> 3. <br /> Council Member Montain desired to Amend his previous motion to include Steps 1-3. <br /> Council Member Love Accepted Council Member Montain's Amendment.
