City of Centerville <br /> Council Meeting Minutes <br /> April 11,2018 <br /> Motion by Council Member Love, seconded by Council Member Montain to Approve the <br /> Consent Agenda as presented. <br /> Discussion ensued and Council Member Love thanked Mr. Dan Schmitz for his service and <br /> excellent work ethic. <br /> Council Member Koski questioned Checks regarding Office Supplies, Lights and O'Rielly <br /> Automotive and whether the City is a part of the State Purchasing Cooperative and receiving the <br /> best possible purchase prices. Administrator Statz concurred and stated that the City has <br /> researched becoming an Amazon account holder also in an attempt to secure best-price offerings. <br /> Council thanked individuals that applied for the vacancies on both P & R and P & Z, <br /> Administrator Statz stated that staff is encouraged about the community engagement that we <br /> have had and Mayor Paar stated that the EDA and Festival Committees are also looking for <br /> members/volunteers. <br /> All in favor. Motion carried. <br /> VI. OLD BUSINESS <br /> 1. RFPs Solid Waste, Recycling & Yard Waste Collection <br /> Administrator Statz stated that the City had received four (4) RFPs, with two (2) being very <br /> competitive; however, one (1) of the bidders averaged their fees/flat fees for carts rather than <br /> what was requested. He stated that staff desired to request another submittal for negotiation <br /> purposes with Waste Management (current provider) and Republic Services. <br /> Attorney Glaser stated that the RFP process in this case is unique due to the services being <br /> tangible rather than a contract for road construction. He stated that we do not have to award to <br /> the lowest bidder and the City has discretion to negotiate. <br /> Administrator Statz stated that Mr. Jason Hartman, Waste Management, was present this evening <br /> to introduce himself and answer any questions Council may have. Mr. Hartman stated that he <br /> has been in the business for 10 years with being with Waste Management for just under a year <br /> and this being his first RFP. He stated that many of the drivers for Waste Management have <br /> been with the company for 15 years and even one (1) of the drivers lives in town and have been <br /> with Waste Management for the entire time that the contract has been in effect. He stated that he <br /> did not have a problem competing with Republic Services. <br /> Discussion ensued regarding Waste Management's satisfactory service over the years, prompt <br /> correction of errors, etc. <br /> Motion by Council Member Koski, seconded by Council Member Love to Authorize Staff <br /> to Negotiate with Waste Management and Republic Services for Solid Waste, Recycling & <br /> Yard Waste Collection. <br /> Page 4 of 7 <br />
