City of Centerville <br /> Council Meeting Minutes <br /> April 25,2018 <br /> Administrator Statz stated that lengthy discussion was had at Council's previous meeting and the <br /> item was tabled. He stated that the Parks & Recreation Committee voted unanimously to <br /> approve installation of one (1) ADA accessible portable restroom installed at Cornerstone Park <br /> for the summer. He reported that the Bald Eagle Water Ski Club would participate in 50% of the <br /> cost with it being $105/28 days (4 months = $420). <br /> Lengthy discussion ensued regarding the cost, screening; many previous discussions throughout <br /> the years regarding portable restrooms, installation, odor, etc. Additional discussion took place <br /> regarding location within the park, visibility of traffic, staff discretion regarding the possibility of <br /> it needing to be moved, complaints, etc. <br /> Motion by Council Member Love, seconded by Council Member Koski to Authorize Rental <br /> of One Additional Portable Restroom to be Placed Within or Near Cornerstone Park for <br /> four (4) months. <br /> Mayor Paar questioned whether to include the screening with the motion and Administrator Statz <br /> requested a separate motion for the approval of screening following the first water ski show. <br /> All in favor. Motion carried. <br /> 2. Assign EDA Representatives from City Council <br /> Administrator Statz stated that the Council had previously discussed this item at the work session <br /> prior to the meeting and consensus was that the last Monday of every month would be the <br /> regularly scheduled meeting date commencing at 6:30 p.m. <br /> The Mayor questioned whether Council needed to interview candidates with three (3) vacancies <br /> existing and three (3) applicants having applied. City Attorney stated that Council could appoint <br /> the candidates, meet with them in May and determine if the 4th Monday of the month was a <br /> viable meeting date. He stated that it could be changed at a later date but should be routine going <br /> forward. <br /> Motion by Council Member Montain, seconded by Council Member Love to Schedule EDA <br /> Meetings on the 4th Monday of Each Month Commencing in May. All in favor. Motion <br /> carried. <br /> Discussion ensued regarding the use of City Code, Chapter 31 in regards to By-Laws and <br /> additional discussion took place regarding stipends being similar to other <br /> Committee/Commission positions. Administrator Statz stated that applications have been <br /> received from Mr. Gary Spanier (Rumble Industries), Mr. Jeff Hanzal (Hanzal Construction and <br /> Mr. James Weatherhead. Discussion ensued regarding Council appointments being Mayor Paar, <br /> Council Member King and Council Member Koski being the alternate. <br /> Motion by Mayor Paar, seconded by Council Member Love to Follow the By-Laws and <br /> City Code, Chapter 31, Stipend Amounts will be Similar to other Committee/Commissions <br /> for At-Large Members and to Appoint Mr. Gary Spanier, Mr. Jeff Hanzal, Mr. James <br /> Page 4 of 7 <br />
