City of Centerville <br /> Council Meeting Minutes <br /> April 25,2018 <br /> Whitehead, Mayor Paar, Council Member King and Council Member Koski as Alternate. <br /> All in favor. Motion carried. <br /> Attorney Glaser would review City Code, Chapter 31 prior to Council's next meeting. <br /> 3. Res. #18-004—Authorizing Conveyance of Real Property to Jon & Sophie Pederson <br /> City Attorney Glaser stated that the proposed resolution is in preparation for closing scheduled <br /> for Monday, April 30, 2018. He stated that Administrator Statz is scheduled to be out of town in <br /> training that day so he would be attending the closing. He also stated that the resolution <br /> authorizes the City to sell 2065 Commerce Drive to Jon& Sophie Pederson. <br /> Motion by Council Member Love, seconded by Council Member Montain to Adopt Res. <br /> #18-004 — Authorizing Conveyance of Real Property to Jon & Sophie Pederson as <br /> Presented. All in favor. Motion carried. <br /> IX. NEW BUSINESS <br /> 1. Review Changes to the Fee Schedule and Schedule Public Hearing <br /> Administrator Statz stated that staff has polled neighboring communities of similar size, staff has <br /> reviewed escrow amounts and found that the City's are very low. He also stated that the <br /> amounts take into consideration fees of consultants, attorneys and protect the City from a <br /> developer disappearing subsequent to the City reviewing concept plans, rezoning, etc. Attorney <br /> Glaser stated that the Administrator has the ability to negotiate with a developer as to charges <br /> and use of consultants but it is not allowed after the fact. Council Member Koski stated that <br /> development fees should not be bore by taxpayers. <br /> Administrator Statz stated that the City is following the new procedure and will be hold a public <br /> hearing regarding the fees with tonight's review acting as the first reading. He stated that the <br /> fees are not land use fees but he desired to be safe. <br /> No action is needed at this time as it is the first reading of a proposed Fee Schedule amendment. <br /> 2. Street Sign Replacements <br /> Administrator Statz stated that the Federal Highway Administration has adopted the Manual on <br /> Uniform Traffic Control Devices (MUTCD) which requires road managers nationwide to install <br /> and maintain traffic control devices on all public streets, highways, bikeways and private roads <br /> open to public travel to a certain standard. He stated that signs have become old, faded and <br /> outdated. The manual requires that inventory be taken of all signage regarding reflectivity and <br /> the Public Works Director has completed this task. He felt that a purchase of half of all signage <br /> within the City needed replacement at this time. Administrator Statz stated that Mr. Palzer <br /> obtained several quotes with the lowest being placed for consideration. <br /> Page 5 of 7 <br />
