Surface Water <br /> Executive Summary <br /> The City of Centerville, located completely within the Rice Creek Watershed District (RCWD), is a largely <br /> residential community of 2.4 square miles. Roughly 85%of the City is developed. <br /> Although complete development in the comprehensive plan is proposed to be staged over the next 20 <br /> years,the market forces that drive development are difficult to forecast. <br /> Because of the new development and redevelopment that could occur in Centerville,the management <br /> priorities of the City have focused on issues surrounding development, such as installation of proper <br /> detention facilities, erosion and sediment control of new construction sites, providing adequate storm <br /> sewer capacity, and meeting water quality requirements. <br /> The primary control of land uses within Centerville is determined by the City, however the <br /> RCWD works with the City to review land development permits, as well as road,trail, utility construction <br /> and reconstruction.The RCWD has regulatory authority to enforce its goals and policies in order to <br /> ensure water quality throughout the City. <br /> Inter-Agency Agreements <br /> The city recently entered into a programmatic stormwater maintenance agreement with Rice Creek <br /> Watershed District (Appendix X). This agreement outlines the city's responsibilities for maintenance of <br /> Best Management Practices (BMPs)which were and will be installed under a RCWD permit. <br /> The city has no other inter-agency agreements related to stormwater. <br /> Amendment Process <br /> The City of Centerville Local Water Plan will require periodic amendments to address changes and to <br /> remain current with both watershed district and state requirements. <br /> Updates of the Capital Improvement Plan and the Comprehensive Plan may also require an update of <br /> the LWP. Residents or businesses within the City can also petition amendments to the LWP at any time. <br /> The City will conduct a public hearing on all proposed LWP amendments. Notice of the public hearing <br /> and a description of the proposed amendments shall be published in the local newspaper at least ten <br /> days prior to the date of the hearing. At the hearing,the City will hear all comments on the proposed <br /> LWP amendments. <br /> Physical Environment and Land Use <br /> The city's physical environment and Land Use is described in chapter three of the city's Local Water Plan <br /> (LWP), which is attached as Appendix X. <br /> 55 <br />
