WATER RESOURCES <br /> During the Comprehensive Planning process, the City developed goals related to Community <br /> Facilities and Services. Many of these goals are related to water resources and the provision of <br /> public utilities. It is the goal of the City of Centerville to: <br /> L Promote safe neighborhoods and low crime in the community. <br /> L Maintain and improve the quality of life in the community. <br /> L Provide efficient and responsive services to residents and businesses. <br /> L Maintain the quality of education available to residents. <br /> L Protect Surface Water resources within and downstream from the City of Centerville. <br /> Policies reflect the position of the City on the specific implementation of the Goals. It is the <br /> policy of the City of Centerville to: <br /> L Compare the level of administrative, maintenance and emergency response services to <br /> community wide needs and objectives. <br /> L Explore potential joint service initiatives through continued communication and cooperation <br /> with City, County and School officials. <br /> L Promote effective communication with residents, business owners, educators and volunteer <br /> organizations to maintain an understanding of community goals and objectives and participate <br /> in community affairs. <br /> L Periodically evaluate the level of public services provided and the associated costs of <br /> services. <br /> L Design public utility systems for optimum development or saturation in the community and <br /> establish cost effective staging or sequencing of utility systems. <br /> L Establish priority for basic services to ensure the highest levels of safety and accessibility are <br /> provided in the community. <br /> L Expand efforts for effective communication and cooperation with surrounding cities on area <br /> growth Issues and common concerns. <br /> L Require that development proposals are consistent with planned extensions of public utilities <br /> and incorporate necessary extensions of core facilities. <br /> L Prohibit development with private utilities. <br /> L Require that the installation of all public infrastructure is designed and constructed according <br /> to City standards and specifications. <br /> L Enforce ordinance provisions which require connection of existing homes and businesses with <br /> private utilities to public utility systems, within a reasonable time after public utilities have <br /> become available. <br /> L Anoka county to enforce provisions of MPCA Chapter 7080 for the maintenance of private on- <br /> site waste treatment systems. <br /> 57 <br />
