<br />December 1999 <br /> <br />Page 7 <br /> <br />Centerville: Preserving the Past while Focusing on the Future <br /> <br />Animal Control Ordinance Revisions <br /> <br />The City Council has adopted a <br />new Animal Control Ordinance, re- <br />pealing Ordinances 24-A (dated Sep- <br />tember 25, 1985) and 24-B (dated De- <br />cember 23, 1985) effective on January <br />1,2000. <br />The ordinance requires the regis- <br />tration and licensing of all dogs, cats <br />and ferrets over the age of six (6) <br />months. The license has to be renewed <br />every two (2) years. The owner must <br />provide a copy of a certificate of vacci- <br />nation at the time of licensure. The li- <br />cense fee every two years will be: <br /> <br />Cat/DoglFerret - <br />Male & Female <br />Cat/Dog/Ferret - <br />Neutered or Spayed <br />Kennel License <br /> <br />$15.00 <br /> <br />$ 7.50 <br /> <br />$25.00 <br /> <br />The ordinance requires any animal <br />to be under the control of the owner or <br />other person by leash, cord, chain, or <br />otherwise restrained. Running at large <br />is prohibited. If an animal is im- <br />pounded, the animal's owner will have <br />to: <br /> <br />. pay a release fee to the City of <br />Centerville <br />$25.00 - 151 Offense <br />$50.00 - 2nd Offense <br />$75.00 - 3rd Offense <br />. pay all maintenance costs provided <br />by the Otter Lake Animal Care <br />Center. <br />. if the animal is unlicensed, pay a <br />regular license fee and provide a <br />certificate of vaccination. <br />The ordinance also addresses: <br />. Rabies control <br />. Kennels <br />. Nuisances <br />. Seizure of Animals <br />. Humane Treatment of Animals <br />. Domestic Animal Shelters <br />. Abandon An imals <br />· Animals Presenting a Danger to <br />Health and Safety of City of Cen- <br />terville <br />. Diseased Animals <br />· Dangerous or Potentially Danger- <br />ous Animal <br />Animal owners who have lifetime <br /> <br />Public Safety <br /> <br />Nicholas Miller <br />Community Services Officer <br /> <br />If you have not done so, it's a good <br />idea to have your furnace checked... <br />With winter here, furnaces will <br />obviously be running. This presents a <br />possible risk for Carbon Monoxide <br />poisoning. Carbon Monoxide is an <br />odorless, colorless gas. Carbon Mon- <br />oxide is also NOT flammable. How- <br />ever, it can cause illness and even <br />death. There are many factors that can <br />cause carbon monoxide in your home. <br />One common factor is a furnace that is <br />not ventilating or burning properly. <br /> <br />Common Symptoms of Carbon <br />Monoxide poisoning... <br />. Headache <br />. Feel nauseated, ill, or fatigued <br />What to do... <br />· Get fresh air and call 911 <br /> <br />· Try to go to a neighbor's home <br />in case you or others need to be <br />cared for until emergency per- <br />sonnel arrive. <br />Prevention.. . <br />. Have furnace inspected <br />. Install electric Carbon Monoxide <br />detector/alarms throughout your <br />home...available at hardware and <br />department stores <br />· Inexpensive stickers or magnets <br />are also usually available at <br />those locations. Those stickers <br />or magnets change color when <br />carbon monoxide is present. <br />These are obviously not as effec- <br />tive as the electronic alarms but <br />are less expensive. <br /> <br />. <br /> <br />permits for their dogs are "grand fa- <br />thered in" as part of this ordinance pro- <br />vided that the owner shows proof of <br />vaccination every two years and their <br />address remains the same. A new two- <br />year tag will be issued at no cost. If the <br />animal owner does not provide proof <br />of vaccination, they will no longer be <br />"grand fathered in" and will be re- <br />quired to obtain an animal license <br />every two years with the fees stated <br />above. <br />Year 2000 tags should be avail- <br />able after Christmas.
