Memo <br /> TO: Mayor and City Council <br /> FROM: City Attorney and Staff <br /> DATE: 7/6/2018 <br /> RE: Republic Services—Waste hauling services contract <br /> Please find attached a "98%" compete version of the waste services contract. Negotiations and tweaking <br /> continue. We hope to provide a 100%complete version for the Council meeting next week. <br /> Here are the highlights: <br /> • Overall, reduced rates compared to previous contract! <br /> • Republic Services is excited to begin services with the City. <br /> • Regular pickup for Garbage, Recycling, Yard Waste <br /> • Bulky Garbage pickup within 3 business days <br /> • Uniformed employees picking up items <br /> • Customer call center for billing, problems, spills, etc. <br /> o 24-hour return for missed pickups <br /> • "Courteous" service required by the contract. <br /> • Residents can suspend service during long vacations (+1 month). <br /> • City Staff to Invoice Residents <br /> o Bi-Monthly billing to Residents <br /> o Bi-Monthly payment to Republic Services <br /> • City Staff to Annually assess for unpaid accounts <br /> o City pays 90%of that amount to Republic Services <br /> o City keeps 10%as collection costs <br /> • Poor Service/Termination <br /> o Republic Services has a performance bond the City may use if they fail to perform <br /> services. <br /> o City can fine Republic Services for poor service. <br /> o City can hire additional services to supplement Republic Services and bill for by Republic <br /> Services for those services. <br /> o City has a right of termination for break of contract/ poor service. <br /> • Risk Allocation/ Insurance <br /> o Republic Service provides extensive insurance policies to cover a variety of potential <br /> problems. <br /> o Republic Services indemnifies the City for their acts or if the City gets drawn into any <br /> problems caused by Republic Services. <br />
