City of Centerville <br /> Council Meeting Minutes <br /> September 12,2018 <br /> 5. Encroachment Agreement, 7040 Brian Court-Fence <br /> Mayor Paar provided Council with an opportunity to discuss any item(s). <br /> Council Member Montain questioned Check 432126 and commented that the bill seemed <br /> excessive with overages of$500. Administrator Statz stated that Staff printed the newsletter in <br /> color. Administrator Statz stated that the current contract covers a certain amount of black and <br /> white copies along with a certain number of colored copies. If there is an overage, there is a set <br /> rate that is charged per copy. He stated that staff currently is seeking quotes for alternative <br /> printing services. He provided detail as to the accounts that are affected by the expenditures <br /> such as SCORE Funds if recycling is contained in the newsletter along with Fete des Lacs <br /> information then City Celebration Funds are used. <br /> Mayor Paar pulled Item 44 for discussion. <br /> Motion by Council Member Love, seconded by Council Member Montain to Approve <br /> Items #1-3 & 5 as Presented. All in favor. Motion carried. <br /> Centerville Lion President Terry Sweeney stated that the Chili Cook-Off was previously held at <br /> the fire hall and behind City Hall. He stated that noting previous attendees crossing Main Street <br /> and dodging traffic a new location was needed. He also stated that if Council allowed the use of <br /> 7073 Centerville Road it was felt that it had ample space, was visible and parking would be <br /> along the side streets and at the church. He reported that they anticipate quite a turnout as this <br /> year they are opening the event to the public for submittal of chili, providing a 1" ($200), 2nd <br /> ($100) and 3rd ($50) place prizes along with a corresponding apron. He stated that the event is <br /> slated for October 6, 2018 from 11:00 a.m. — 3:00 p.m. with the event being completed by 3:30 <br /> p.m. He also stated that if you desire to taste the chili and be a judge the fee is $50. <br /> Mayor Paar stated that for more information please visit the Lions facebook page or the City's <br /> web site. <br /> Motion by Council Member Love, seconded by Council Member King to Approve Item #4 <br /> as Presented. All in favor. Motion carried. <br /> VIII. OLD BUSINESS <br /> 1. Water Connection Ordinance Review <br /> Administrator Statz stated that Council previously passed a motion regarding three triggers for <br /> connection to the municipal water system: sale of the home, expanding the finished square <br /> footage by 33% or more or repairs to the existing well in excess of $1,500. He stated that <br /> without an ordinance amendment there is no practical way to enforce the connections. He also <br /> stated that the Planning & Zoning Commission has reviewed and the draft ordinance contains <br /> language for connection to municipal sewer and abandonment of private septic systems. <br /> Attorney Glaser stated that several cities have septic connection requirements and he will be <br /> referencing those for the next meeting.
