City of Centerville <br /> Planning and Zoning Commission <br /> April 3,2018 <br /> lot line, what the neighborhood would look like if everyone was allowed to pave within 5 <br /> feet, regulations on parking on grassed areas and the like. The commission gave Mr. <br /> George their informal consensus that a variance would be unlikely, because it did not <br /> appear that he would meet the requirements of practical difficulties. The commission also <br /> did not seem to support further exploration of a change to the ordinance. No formal action <br /> was taken. <br /> VI. OLD BUSINESS <br /> 1. Review of Comments from Draft Comp Plan Open House <br /> Mr. Maass, from WSB reviewed the outcome of the Draft Comp Plan Open House. Only <br /> one member of the public was in attendance; Wendy Brilowski of 7124 Westview Street. <br /> She had questions about restrictions on her property imposed by the zoning designation of <br /> M-1. It was explained to her that there were only a few small restrictions, which would <br /> inhibit her from expanding the footprint of her home by more than 33%. In large part, the <br /> M-1 zoning adds flexibility to what she may do with her property. <br /> 2. Review Draft Implementation Plan (Chapter of Comp Plan) <br /> Mr. Maass from WSB presented a summary of the draft Implementation Plan Chapter of <br /> the Comprehensive Plan. The chapter lays out steps to be taken after the approval, by Met <br /> Council, of the Comprehensive plan. Those steps include changes to official controls and <br /> the zoning map. The Commission was asked for any comments on the plan. There were <br /> none noted. No official action was taken, since the full draft of the Comp Plan would be <br /> presented at the next meeting for an overall approval. <br /> VII. NEW BUSINESS <br /> 1. Concept Plan—Fruth/Fischer Properties <br /> The commission reviewed a concept plan, presented by Todd Christensen, for 36 homes on <br /> the Fruth & Fischer properties adjacent to the north border of the city, along the east side <br /> of Old Mill Road. The concept showed two cul-de-sacs, coming off Old Mill Road. A <br /> second concept was shared with the commission, showing the southerly of the two cul-de- <br /> sacs eliminated in favor of a through street, connecting into the temporary cul-de-sac on <br /> Revoir Street. The commission favored the second concept with the through street and had <br /> a generally favorable opinion of the proposal. There were some questions regarding two <br /> lots shown in an isolated upland area on the east side of the development. The lots would <br /> may require a PUD or other special zoning to be allowed and driveways and utilities would <br /> also need some additional discussion. No official action was taken since this was only a <br /> concept plan presentation. <br /> IV. APPROVAL OF MINUTES <br /> 1.
