City of Centerville <br /> Council Meeting Minutes <br /> September 26,2018 <br /> Administrator Statz stated that this action is setting the Debt Levy along with the General Fund <br /> Levy for the upcoming year, it does include discussions regarding the hiring of a part-time <br /> Receptionist, a full-time Public Works employee, $20,000 for the Economic Development <br /> Authority and items that will accomplish numerous goals of Council's. <br /> Mayor Paar stated that the Council has reviewed the document(s) numerous times during work <br /> sessions with the assistance of the Administrator, Finance Director and Public Works Director. <br /> Finance Director DeJong stated that there would be a 1.75% reduction in total levy and a drop of <br /> $70,000 debt service levies and an increase in General Fund budget of $20,000. He stated that <br /> the primary reason for this is public safety and personnel expenditures. He also stated that with <br /> the adoption of this resolution, it will be forwarded to Anoka County allowing them to forward <br /> to residents their notice of the City's Truth in Taxation Hearing. He reminded Council that this <br /> hearing would be taking place on November 28, 2018 and that the levy can be decreased but not <br /> increased at that time. <br /> Consensus was that Council will continue to discuss both the Debt Service Levy and General <br /> Fund Levy in an attempt to reduce them. <br /> Mayor Paar thanked Staff for their diligent work. <br /> Motion by Council Member Love, seconded by Council Member Koski to Adopt Res. #18- <br /> 013 —Approving Preliminary 2019 Property Tax Levy as presented. All in favor. Motion <br /> carried. <br /> 3. Adoption of Water Supply Plan <br /> Administrator Statz stated that the presented plan is in alignment with the City's Comprehensive <br /> Plan and outlines the City's responsibilities regarding municipal wells (1 & 2) taking into <br /> account emergency preparedness, metering, surface water, reduction during peak demands, etc. <br /> Council Member Love stated that on Page 97 "Public Communications" listed the previous City <br /> Administrator. Administrator Statz stated that the modification would be made. He also stated <br /> that all comments from local agencies have been received and that it will be forwarded to the <br /> DNR with a Certificate of Adoption. <br /> Motion by Council Member Montain, seconded by Council Member Koski to Approve the <br /> Submitted Plan and Forwarding to the DNR. All in favor. Motion carried. <br /> 4. Delinquent Utility Bills Policy Discussion <br /> Administrator Statz stated that the process for delinquent utilities is to annually hold a public <br /> hearing, forward notices to those that are delinquent and assess those charges to respective <br /> properties. He stated that this process can be time consuming for staff and many accounts are <br /> repeated being assessed. He also stated that the City does charge a $50 fee for assessing along <br /> with late fees.
