However, this is another item which has a <br /> spectrum of potential effort, from almost none, to daily contact. <br /> • Substantial oversight and guidance for public safety agencies <br /> o Our public safety agencies represent almost half of the city's general fund <br /> budget. Yet, staff's involvement in the governance of these bodies is only <br /> a small portion of our time. The level of engagement with these <br /> organizations is a topic for discussion. <br /> • Engagement with county and state agencies <br /> o While we continue to enjoy good staff relationships with surrounding <br /> agencies, our involvement in various stakeholder groups with influence on <br /> these entities is a time commitment that's not always sustainable. Having <br /> a seat at the table for regional planning efforts is very important to the <br /> overall health of the city. <br /> Full Time Public Works position Needs Statement <br /> The need for an additional Public Works Technician arises from a combination of several <br /> factors, including the change in experience level from 30+ yr experience to entry level <br /> person at one position, the loss of most of one person's time to Building Inspection duties <br /> and the general growth of the city. In addition to filling the needs created by the reasons <br /> above, an additional staff member would allow others to address some of the issues below. <br /> Public Works Staff Tasks <br /> • Americans with Disabilities Act (ADA) Transition Plan <br /> o The city is well overdue for this plan to be formulated <br /> • Sign Retroreflectivity Study <br /> o The city has adopted a policy and has replaced some signs but still lacks <br /> an inventory of signage <br /> • Capital Improvement Planning (CIP)planning for Enterprise Funds <br /> o This process has begun with the addition of our finance director, but will <br /> continue to take resources from other staff to complete <br /> • GIS <br /> o The city once maintained a limited-function Geographic Information <br /> System (GIS)which mapped its utilities. Many cities have now begun <br /> using a GIS system as both a mapping and asset management tool. <br /> Modern GIS systems are affordable and can be the backbone of a city's <br /> infrastructure maintenance plan. It is a substantial staff effort to start a <br /> system and integrate it into the daily workflow. <br /> 6 <br />
