City of Centerville <br />Council Meeting Minutes <br />May 10, 2006 <br />Council Member Lakso indicated that the plan is special and this needs to be done <br />to allow the City to follow the plan. She then said she does not consider it spot <br />zoning. <br /> <br />City Administrator Larson indicated that communities that have put these plans <br />into place usually do not see results for four or five years as it does take some <br />time. <br /> <br />Mayor Capra indicated she would like this reviewed in six years or so. <br /> <br />Council Member Paar asked whether the people living in this area will be noticed. <br />City Administrator Larson indicated that they were noticed of this meeting and <br />provided information on the text change. <br /> <br />Mayor Capra noted that nonconforming structures can now be replaced to <br />preexisting condition but cannot be expanded. <br /> <br />Mayor Capra indicated she would like to review the accessory structures with <br />regard to what may or may not be allowed in the downtown area. <br /> <br />Council Member Paar indicated he is concerned about looking at separate <br />structures on a case by case basis so he would rather make this done tonight rather <br />than being vague and saying that the City will review it. <br /> <br />Mayor Capra said she is fine with the proposal but she would like the accessory <br />structures reviewed for a recommendation on what would be allowed. <br /> <br />City Administrator Larson indicated it would need to be reviewed to determine <br />whether it would be expanding a nonconforming use. <br /> <br />Motion by Council Member Paar, seconded by Council Member Lakso, to <br />approve Resolution #06-029 Downtown Redevelopment Comprehensive Plan <br />Amendment. All in favor. Motion carried unanimously. <br /> <br /> b. Ordinance #3, Second Series – Amending Chapter 154 of the City Code <br />by Modifying M-1 District Requirements & Adding M-2 District <br /> <br />Motion by Council Member Terway, seconded by Council Member Lee, to <br />approve Ordinance #3, Second Series Amending Chapter 154 of the City <br />Code by Modifying M-1 District Requirements and Adding M-2 District. All <br />in favor. Motion carried unanimously. <br /> <br /> c. Ordinance #4, Second Series – Rezoning Certain Property <br /> <br />Page 6 of 10 <br />
