City of Centerville <br />Council Meeting Minutes <br />April 26, 2006 <br />Council Member Lakso asked how much money in general obligation bonds are <br />out there now. <br /> <br />Finance Director Meyer indicated it is about $5,000,000. <br /> <br />Motion by Council Member Lakso, seconded by Council Member Paar, to <br /> <br />st <br />approve Resolution #06-027, Authorizing Sale of Improvement Bond – 21 <br />rd <br />Avenue Backage Road/Hunter’s Crossing, 3 Addition. All in favor. Motion <br />carried unanimously. <br /> <br /> 9. MPCA Permit for Stormwater <br /> <br /> City Administrator Larson indicated that MPCA has changed the rules and the <br />City has to reapply for a stormwater permit and he recommends engaging <br />someone from Bonestroo’s office to handle the permit application as it has gotten <br />more complicated. <br /> <br />Motion by Council Member Terway, seconded by Lee, to authorize <br /> <br />Bonestroo to complete the documentation and submit it to the MPCA on <br />behalf of the City as recommended by Staff. All in favor. Motion carried <br />unanimously. <br /> <br />IX. OLD BUSINESS <br /> <br /> 1. Approval of Downtown Streetscape Plan <br /> <br />City Administrator Larson showed a diagram of the suggested downtown <br />streetscape plan. <br /> <br />City Administrator Larson explained that using a square in the center would be <br />better than the original triangles for maintenance. <br /> <br />Council Member Terway asked whether the County will allow the City to blend <br />the plan in with their construction. <br /> <br />City Administrator Larson indicated that they have raised some issues but Staff <br />feels that they can be worked out. <br /> <br />Council Member Terway asked if they will let the City include this in their <br />portion of the contract rather than the City having to get a contractor. <br /> <br />City Administrator Larson said that they are open to it provided that the City pays <br />for all the extra costs. <br /> <br />Mayor Capra indicated that she wants to make sure the conduit and bases are in <br />for the lighting to allow this to be done in the future. <br /> <br />Page 6 of 8 <br />
