City of Centerville <br /> Council Meeting Minutes <br /> November 28,2018 <br /> He reported that the city will experience major changes in State Fire Aid due to the City of Lino <br /> Lakes leaving the Fire District, that it is anticipated with the construction for the three (3) <br /> developments that have received approval which will result in building permit revenue being <br /> approximately $80,000-$85,000 with property taxes increasing about $23,000 and salaries <br /> increasing $36,900 due to the hiring of a part-time Finance Director and a part-time Receptionist. <br /> He also stated that lawn mowing costs would be increasing by $6,200 along with EDA funding <br /> of $21,800. He stated that with all of the staff recommendations the General Fund Tax Levy <br /> would be $2,202,802 which is an increase of$22,822 or a 1.1% increase from 2018. <br /> He reviewed the Debt Service Levies by stating that with the amount certified to Anoka County <br /> the total tax levy would have swung wildly by dropping in 2019 by $142,000 and increasing <br /> approximately $275,000 in 2020. It was felt that a gentle decrease could be realized over a 10 <br /> year period by fully funding bond issues in a more predictable pattern by reducing the debt levy <br /> by approximately $71,000 in 2019 and $52,000 in 2020. He reported that the Debt Service <br /> Levies will remain stable through 2024 with major decreases going forward from there. <br /> He reviewed the overall levy's trend from 2014 when it decreased by a half percent and has <br /> increased slightly over the next four (4) years. He stated that with the proposed budget it would <br /> decrease 1.75% for 2019. <br /> He discussed how the Tax Levy is spread throughout the community stating that numerous <br /> homes values have been experienced with some increasing more than others due to market <br /> conditions, improvements made and other factors. He stated that these incidents are outside of <br /> the City's control and are not related to the City's taxes. <br /> Discussion ensued regarding tax capacity rates, Council and Staff efforts on decreasing the <br /> City's budget and the length of time reviewing and discussing the budget by Council and Staff at <br /> Work Sessions prior to this evening. <br /> Mayor Paar opened the input portion of the meeting at 6:52 p.m. He provide audience members <br /> with an opportunity to speak. No audience members chose to speak. <br /> Motion by Council Member Koski, seconded by Council Member King to close the input portion <br /> of the meeting regarding the 2019 Budget & Levy at 6:53 p.m. <br /> VI. APPROVAL OF THE MINUTES <br /> 1. October 24, 2018 City Council Meeting Minutes <br /> Mayor Paar provided Council Members with an opportunity for modifications. <br /> Motion by Council Member Montain, seconded by Council Member Koski to Approve the <br /> October 24, 2018 City Council meeting minutes as presented.
