City of Centerville Council Meeting Minutes September 26,2018 Administrator Statz stated that this action is setting the Debt Levy along with the General Fund Levy for the upcoming year, it does include discussions regarding the hiring of a part-time Receptionist, a full-time Public Works employee, $20,000 for the Economic Development Authority and items that will accomplish numerous goals of Council's. Mayor Paar stated that the Council has reviewed the document(s) numerous times during work sessions with the assistance of the Administrator, Finance Director and Public Works Director. Finance Director DeJong stated that there would be a 1.75% reduction in total levy and a drop of $70,000 debt service levies and an increase in General Fund budget of$20,000. He stated that the primary reason for this is public safety and personnel expenditures. He also stated that with the adoption of this resolution, it will be forwarded to Anoka County allowing them to forward to residents their notice of the City's Truth in Taxation Hearing. He reminded Council that this hearing would be taking place on November 28, 2018 and that the levy can be decreased but not increased at that time. Consensus was that Council will continue to discuss both the Debt Service Levy and General Fund Levy in an attempt to reduce them. Mayor Paar thanked Staff for their diligent work. Motion by Council Member Love, seconded by Council Member Koski to Adopt Res. #18- 013 —Approving Preliminary 2019 Property Tax Levy as presented. All in favor. Motion carried. 3. Adoption of Water Supply Plan Administrator Statz stated that the presented plan is in alignment with the City's Comprehensive Plan and outlines the City's responsibilities regarding municipal wells (1 & 2) taking into account emergency preparedness, metering, surface water, reduction during peak demands, etc. Council Member Love stated that on Page 97 "Public Communications" listed the previous City Administrator. Administrator Statz stated that the modification would be made. He also stated that all comments from local agencies have been received and that it will be forwarded to the DNR with a Certificate of Adoption. Motion by Council Member Montain, seconded by Council Member Koski to Approve the Submitted Plan and Forwarding to the DNR. All in favor. Motion carried. 4. Delinquent Utility Bills Policy Discussion Administrator Statz stated that the process for delinquent utilities is to annually hold a public hearing, forward notices to those that are delinquent and assess those charges to respective properties. He stated that this process can be time consuming for staff and many accounts are repeated being assessed. He also stated that the City does charge a $50 fee for assessing along Page 4 of 6
