City of Centerville <br /> Council Meeting Minutes <br /> February 13,2019 <br /> Mayor Paar echoed Council Member Montain's wishes to Mr. Amundsen and thanked him for <br /> the creative ways of assisting the City's offerings to the public through events while having a <br /> tight budget. <br /> Motion by Council Member Montain, seconded by Council Member Lakso to Approve <br /> Consent Agenda Items 1-10 as presented. All in favor. Motion carried. <br /> Council Member Lakso stated that she desired to read Res. 419-OXX — Statement of Interest in <br /> All Hazard Mitigation Planning and she stated that she was very excited for Centerville as this <br /> would allow for mitigation dollars of approximately $90,000 for projects that would qualify. <br /> Council Member Lakso stated that funds could be used to anticipate equipment needs in the <br /> future with climate change, etc. <br /> Motion by Council Member Lakso, seconded by Council Member Koski to Approve <br /> Consent Agenda Item #11 as presented. All in favor. Motion carried. <br /> VII. OLD BUSINESS <br /> 1. Old Mill Estates —Revised Preliminary Plat <br /> Administrator Statz stated that the Planning & Zoning Commission reviewed the request of Mr. <br /> Todd Christensen regarding the removal of Phase III of the proposed development from the <br /> Preliminary Plat. He also stated that Mr. Christensen felt that without the removal the <br /> construction of the development would be delayed by approximately a year due to other agencies <br /> approval of the wetland fill associated with this area. <br /> City Attorney Glaser stated that he has also been working with Mr. Christensen and his <br /> representatives regarding a Developer's Agreement and associated project documents. <br /> Council Member Koski reported that the Commission reviewed the Preliminary Plat and felt that <br /> excluding Phase III would be allowable as it was felt that it would develop at some time in the <br /> future. <br /> Administrator Statz did state that this area would be considered a buildable Outlot and the City <br /> desired to place restrictions on the undeveloped area as the City did not want ownership if the <br /> developer allowed it to go tax forfeit as other developers' have. Mayor Paar stated that the <br /> homeowners should not have a preconceived idea of ownership of this area and both <br /> Administrator Statz and City Attorney concurred as the Developer's Agreement will define <br /> ownership. <br /> Motion by Council Member Koski, seconded by Council Member Montain to Approve the <br /> Revised Preliminary Plat for Old Mill Estates as presented. All in favor. Motion carried. <br /> 2. CDBG Grant <br /> Administrator Statz stated that he and the Finance Director had recently met with Anoka County <br /> representatives regarding the previously submitted Grant application.
