City of Centerville <br /> Council Meeting Minutes <br /> February 13,2019 <br /> requested slight modifications and that he believed that the City had a good chance of funding. <br /> He explained that there were two (2) paths that the City could take Path A which was an area <br /> wide benefit if 51% of the individuals in the area income qualify they would receive and share <br /> grant dollars or Path B which would not require the 51% requirement but only be available to <br /> those that meet the income guidelines for qualifying. He stated that the original submittal was <br /> for the area wide benefit. He also stated that Path B would allow a turn-key installation from the <br /> curb to inside the home for free for those that qualified. <br /> Discussion ensued that the County has loans that are available for these types of connections <br /> similar to the City's assessments which may be an option for those that do not income qualify. <br /> Administrator Statz stated that the City would be asking for the same amount in funding. <br /> Discussion also ensued regarding if successful and the City chose not to complete the project <br /> would there be any harm and Administrator Statz stated that we would then decline the money if <br /> it was not advantageous to the City/project. He also stated that if only two (2) residents <br /> participated the City would utilize funds for them and return the remainder of the grant dollars to <br /> the pool at the County. <br /> Motion by Council Member Montain, seconded by Council Member Lakso to Modify the <br /> Application from and Area Wide to an Income Qualified Grant Application. All in favor. <br /> Motion carried. <br /> IX. NEW BUSINESS <br /> 1. Interim Use Permit—Rehbein's Black Dirt <br /> a. Findings of Fact <br /> b. IUP <br /> Administrator Statz stated that a public hearing was held at the Planning & Zoning Commission <br /> regarding a request to continue black dirt operations on the Rehbein property (PIN 4R24-31-22- <br /> 32-0002 & 24-31-22-32-0003) as the previous IUP issued in 2014 expired December 31, 2018. <br /> He stated that no residents appeared to be heard. He reported that Mr. Matt Rehbein and Mr. <br /> Nick Arnt appeared before the Commission and concurred with the added language to the draft <br /> NP. Administrator Statz reported that several items in the previous IUP had been changed <br /> including the terminology of topsoil and the stockpiling of same, the distance from said <br /> stockpiling to the Clearwater Creek, use of vegetation on areas that have been worked, limiting <br /> the slopes on the stockpiles to a 3:1 ratio and the imposition of administrative fines for <br /> violations. <br /> Council Member Koski stated that no residents appeared regarding the item at P & Z, and that a <br /> letter of support from United Properties in favor of continuing operation was submitted. <br /> Administrator Statz stated that the purpose of this operation is to secure the properties to a pad <br /> ready state allowing for marketability. <br /> Mr. Randy Rehbein and Mr. Nick Arnt were also present and stated that they believed that <br /> everyone would benefit from this process continuing until the parcels are developed. <br /> Page 4 of 7 <br />
