He stated that sedimentation, erosion, vegetation, etc. are additional <br /> items that staff inspects for. <br /> Discussion ensued regarding developments that linger, depth of ponds at time of construction, <br /> developer escrows, cost of approximately $30,000 to dredge a small pond and fear that <br /> regulations will become unfunded mandates, and ongoing education such as stickers on catch <br /> basins or marking of same "drains to lake", etc. by volunteer groups as a service project. <br /> Mayor Paar questioned whether audience members desired to speak and none responded. <br /> Mayor Paar requested that the presentation be forwarded to all Council Members. <br /> I. APPROVAL OF THE MINUTES <br /> 1. March 10, 2019 City Council Meeting Minutes <br /> Mayor Paar provided Council Members with an opportunity for modifications. <br /> Motion by Council Member Montain, seconded by Council Member Lakso to Approve the <br /> March 13, 2019 City Council Meeting Minutes as amended. <br /> Administrator Statz stated that Finance Director DeJong requested that the last sentence of the <br /> first paragraph of page 4 of 5 be restated as follows: "Finance Director DeJong noted that Anoka <br /> County and the Centennial School District will continue to receive all of the base tax revenue on <br /> the parcels. The taxable referendum values are not affected by a TIF district, so the school <br /> district will receive all referendum taxes on the increased value due to construction of an <br /> apartment building." <br /> Council Member Montain accepted the friendly amendment and Council Member Lakso <br /> concurred.
