City of Centerville <br /> Council Meeting Minutes <br /> March 27,2019 <br /> 8. Successful Completion of Year 6, Building Inspection Mr. Dan Schmitz— <br /> Authorization for Step Increase to Step 9, Grade 6 <br /> Mayor Paar provided an opportunity for Council to add or remove any item(s) to the consent <br /> agenda. <br /> Council Member Montain requested that Item 46 be discussed along with Item 48. <br /> Council Member Montain questioned the Personnel Policy Change and Administrator Statz <br /> stated that the change would allow AFLAC to be a core benefit. Council Member Montain <br /> congratulated Mr. Schmitz for his successful completion of year 6. Council Members Love, <br /> Lakso and Mayor Paar concurred. <br /> Motion by Council Member Love, seconded by Council Member Koski to Approve the <br /> Consent Agenda as presented. All in favor. Motion carried. <br /> II. OLD BUSINESS <br /> 1. Water Hook-up Ordinance Discussion <br /> a. $1,500 Rule <br /> Administrator Statz stated that Council may remember that the Code was amended <br /> approximately a year ago to remove the sunset date for those that were December 31, 2018, <br /> language was included regarding selling the home and requiring connection, the $1,000 well <br /> repair connection requirement was increased to $1,500 and the inclusion of increasing the size of <br /> the home by 33%. He stated that we have encountered a home that while the well contractor was <br /> on site stated that the repairs would exceed $2,000 and staff drafted a letter to the homeowners <br /> informing them of the needed connection. He also stated that the homeowners provided a letter <br /> to the City stating that the cost of repairs did not exceed the $1,500 and that they would not be <br /> connecting to municipal water services. He reported that the property owners were present this <br /> evening and that he would arrange a meeting with them in the future. He also reported that <br /> several well drillers were present also and that he would arrange a meeting with them also. He <br /> stated that difficulties in enforcing the Code is why the item had been placed on the agenda. <br /> Staff is proposing some changes to the language to make the Code more practical. <br /> City Attorney Glaser stated that the City can require well drillers to notify the City of a new well <br /> being drilled. Lengthy discussion ensued regarding drilling a well for lawn sprinkling, inability <br /> to deny a new well, cross contamination, working with staff regarding an educated code and <br /> enforcement, city's goal, desiring for equality, countless changes to the Code, incentives of low <br /> interest loans and grants through the city. <br /> Council stated that they desired an opportunity for City Administrator Statz to speak with <br /> interested homeowners and the well drillers that were here this evening before additional <br /> information would be brought forward to Council. <br /> Mrs. Katie DuFault, 7045 Centerville Road, stated that her residence is the one that had repairs <br /> made and that "simple maintenance" does not mean "disrepair" as code states.
