May 21, 2019 <br /> Centerville Planning and Zoning Commission <br /> Page 6 of 6 <br /> Midwest Best Water-Conditional Use Permit <br /> 4) Applicant will follow the applicable standards and requirements of the City of Centerville <br /> City Code, Rice Creek Watershed District, Anoka County, Army Corp of Engineers, FEMA, <br /> Minnesota DNR and any other agency having jurisdiction over the property and shall <br /> secure those same files with the City. <br /> Findings of Fact for Conditional Use Permit <br /> The Planning and Zoning Commission might consider the following Findings of Fact in support of <br /> their recommendation on the Conditional Use Permit: <br /> 1) The proposed Midwest Best Water business is an appropriate use for the City's Industrial <br /> district as a manufacturing and assembly operation. <br /> 2) The City's expectation of no exterior storage on site serves the goal of creating an <br /> attractive high quality business environment in the business park. <br /> 3) The City's parking standards in the Zoning Code serve the goal of keeping vehicles parked <br /> on private property and not creating traffic and parking problems on City streets. <br /> 4) The project as proposed with the additional conditions imposed by the City meets the <br /> criteria for granting a Conditional Use Permit in Section 156.320(B)(2) of the Zoning Code. <br /> Site Plan Review <br /> We recommend that the Planning and Zoning Commission recommend approval of the Site Plan <br /> for Midwest Best Water with the following conditions: <br /> 1) The applicant will revise the landscape plan showing at least one overstory tree for <br /> every 3,000 square feet of site area, with 1 tree for every 50 feet of boulevard to be <br /> located on the boulevards of Commerce Drive and 20t" Avenue. The site is 101,000 <br /> square feet in area with 630 feet of street frontage. This requirement translates to 34 <br /> overstory trees, of which at least 13 would be boulevard trees. <br /> 2) The site plan will accommodate the boulevard trees noted above within at least 10 <br /> feet of space between the edge of the parking lot and the lot line, or an opinion <br /> from a registered landscape or nursery professional that the trees specified can <br /> thrive in less than 10 feet, as provided on the site plan. <br /> 1 1g v'1l I ir r rrd <br />
