Temporary On-Sale Liquor License <br /> <br />Mayor Paar provided an opportunity for Council to add or remove any item(s) to the consent <br />agenda. <br /> <br />Motion by Council Member Koski seconded by Council Member Love to Approve the <br />Consent Agenda as presented. All in favor. Motion carried. <br /> <br />I. OLD BUSINESS <br /> <br />1. Commercial Zoning Changes <br />a. Ord. #97, Second Series (Second/Final Reading) – Creating a new B-2 Main <br />Street Commercial District, Amending the text of the B-1 District and <br />Amending the Table of Allowed Uses <br /> <br />Administrator Statz stated that this is the second reading for this ordinance and pairs with Item b. <br />City Attorney Glaser stated that he had received input from Alex’s Landscaping regarding the <br />issues. City Administrator Statz stated that Ord. #97 and #98 would allow for mini-storage as a <br />Conditional Use Permit. Council Member Lakso stated that this was the first time she had heard <br />of these changes and that she was rather confused when she received her mailing. She felt that <br />additional information would have been informative for residents. Administrator Statz stated that <br />the required public hearing was forwarded to residents within 350’ but acknowledged that more <br />information would be added.. <br /> <br />Administrator Statz stated that the Planning & Zoning Commission held a public hearing. People <br />were provided with an opportunity to speak and chose not to. Administrator Statz stated that <br />Midwest Best Water’s purchase agreement was to expire at the end of May. Mr. Shuda was in the <br />attendance the evening of Council’s first reading of the draft Ord. #97 where he had concerns <br />regarding language for outside storage and he and his Attorney Peter Beck were both present this <br />evening. <br /> <br />Discussion ensued regarding mini-storage within the B-1 District, Alex’s Lawn & Turf’s concerns, <br />scheduling a work session to discuss in depth prior to a making decision and City Attorney Glaser’s <br />pending vacation. City Attorney Glaser felt that striking the language that was proposed and <br />leaving the language that was struck out by the changes would accommodate the concerns that <br />Alex's Lawn & Turf expressed and not have adverse effects on mini-storage. There was concern <br />as this was the second reading of the text and could changes be made. City Attorney Glaser stated <br />that the removal of language was appropriate. <br /> <br />Mr. Beck stated that the Shuda’s did not desire to deter the proposed mini storage facility and were <br />satisfied with the proposed striking of proposed language suggested by City Attorney Glaser. <br />Page 3 of 10 <br /> <br /> <br />
