City of Centerville <br />Council Work Session & Council Meeting Minutes <br />June 26, 2019 <br /> <br /> <br />Motion by Council Member Montain, seconded by Council Member Lakso to Approve the <br />Consent as Presented. All in favor. Motion carried. <br /> <br />I. OLD BUSINESS <br /> <br />1. Downtown Street & Utility Project <br />a. Resolution #19-0XX Ordering a Report on Improvements <br /> <br />City Attorney Glaser stated that this is the beginning process for the commencement of the <br />Downtown Street & Utility Reconstruction Project. It states the roadways that will undergo <br />reconstruction, who those that will benefit, costs associated with the project and is needed to <br />determine whether the project is deemed economically feasible and required under the Minnesota <br />State Statute 429. He stated that two (2) public hearings would need to be held which would <br />consider making the improvements and then an additional public hearing for the special <br />assessments. <br /> <br />Finance Director DeJong stated that with this project there would be a strict timeframe to complete <br />the work prior to the end of the year so Administrator Statz is attempting to fast-track the project <br />in hopes of receiving favorable bids for the fall season. <br /> <br />City Attorney Glaser stated that contractors have been busy which may result in higher costs. He <br />stated that if Council desired the project could be looked at again in the spring. <br /> <br />Finance Director DeJong stated that funds would be sufficiently covered by the Sewer, Water and <br />Street Funds with no bonding necessary if costs are within preliminary estimates. <br /> <br />Motion by Council Member Koski, seconded by Council Member Lakso to Adopt Res. #19- <br />018 – Ordering a Report on Improvements as Submitted. <br /> <br />Discussion ensued regarding the process if the City determined not to complete the project and <br />City Attorney Glaser stated it was dependent upon the processes that have occurred but at <br />responsible times the project can be delayed or not even executed. <br /> <br />All in favor. Motion carried. <br /> <br /> <br />b. Review Schedule <br /> <br />City Attorney Glaser stated that the presented schedule is the actual schedule for the entire process. <br />He also stated that no action is required. <br /> <br />2. Ordinance #99 Revisions, (Second Reading) – Small Wireless Facilities <br /> <br />City Attorney Glaser stated that this is the second reading and the ordinance could be adopted this <br />evening if Council determined to do so. He stated that there were no modifications since the <br />previous meeting except the number of the ordinance. <br />Page 3 of 5 <br /> <br /> <br />
