FEASIBILITY STUDY 9.0ASSESSMENTS Assessments for the project are proposed in accordance with MN State Statue Chapter 429. The methodology for calculating assessments is based on the city’s adopted Assessment Manual (1988, w/revisions in 1989). The City has identified four classes of property to be assessed: Commercial, Institutional, Vacant and Residential. The class of property identification was based on the current use of the property. All of the area to be assessed is within the city’s Mixed Use zoning districts (M-1, M- 2). All properties are proposed for assessments based on a Front Foot basis, in accordance with the City’s Assessment Manual. Policies in this manual indicate that corner lots are assessed at 100% of the front foot rate for the short side, and 20% on the side yard footage. An equivalent footage was assigned for one residential parcel which takes access to the improvements through an easement. Vacant and Institutional lots within the area to be assessed but that have no explicit right of access to the improved roads were not assigned an equivalent front footage. Front foot assessment rates for each class of property were established based on previous practice on similar projects. The rates were defined as a percentage of the estimated total project costs, per front foot. The estimated project costs for street work on a per front foot basis are $255/FF.
