September 4, 2019 <br />Mr. Mark Statz, City Administrator/Engineer <br />Page 2 of 3 <br />Reference:Proposal for Engineering Design Services – Downtown Street and Utility Reconstruction Project <br />Task 7 – Review of bids and preparation of bid tab and award letter to City Council. <br />Task 8 – Attendance at one Council Meeting to present bid results <br />Task 9 – Prepare permitting application materials and follow-up on permit procurement for the following <br />permits: <br /> MN Department of Health for Water Main Expansion <br /> NPDES Stormwater Permit, including preparation of Stormwater Pollution Prevention Plan <br /> Rice Creek Watershed (design of required stormwater management BMPs not included in <br />scope) <br />Proposed Schedule <br />The anticipated schedule for the design and bidding of the project is as follows: <br />September 11, 2019Authorization to begin work <br />October 23, 2019Approve plans and specifications/Authorize Bidding <br />December 4, 2019Receive Bids <br />December 11, 2019Review Bids/Award Contract <br />Spring 2020Begin Construction <br />The Engineering Phase will be performed on an hourly basis with an estimated fee of $113,036 including <br />expenses. This is a not-to-exceed fee without prior authorization. This scope and fee assume that the <br />process will commence from start to finish with no interruption of engineering services. <br />Once the project has been awarded and a schedule submitted by the contractor, we will provide a more <br />detailed proposal for construction services for consideration by the City, which will include full-time project <br />inspection and construction management, construction staking, and record plan preparation. <br />This letter and scope of services represents the understanding between the City and Stantec in respect to <br />the Project and may only be modified in writing signed by both of us and is subject to the current Master <br />Services Agreement between the City and Stantec. <br />If this letter satisfactorily sets forth conditions of our Agreement, please sign in the space below and <br />return one copy to our office.
