September 11, 2019 <br />Centerville City Council <br />Page 3 of 5 <br />2)Security <br />Safety and security are issues for all storage facilities. The applicants stated that they would install <br />security cameras with a view of the door to every storage unit, operating and recording <br />continuously, with speakers to talk to people on site. The police can be called immediately if there <br />is any concern. <br />3)Lighting <br />The applicants indicated that all lighting would be downcast, cutoff type fixtures, to keep light <br />glare away from adjacent residential properties and the street. <br />Other issues were discussed previously, but not specifically at the September 3 meeting: <br />4)Sales and Auctions <br />Sale of items from the storage units by individuals, such as a yard sale, action, or other event will <br />not be allowed. The owners would be able to hold a sale of abandoned items a few times a year. <br />5)Outside Storage <br />Outside storage is not specifically noted on the site plan or other application materials and we <br />assume there will be no outside storage of any materials or vehicles. <br />6)Exterior Building Materials <br />The building is proposed to be constructed with split-face concrete block and vinyl lap siding. The <br />siding is not consistent with this standard and the building exterior must be revised. <br />RECOMMENDATION <br />Conditional Use Permit <br />The Zoning Code has specific criteria in 156.320(B)(2) for granting a Conditional Use Permit: <br />a)That the proposed building or use at the particular location requested is necessary or desirable to <br />provide a service or a facility which is in the interest of the public convenience and will contribute to <br />the general welfare of the neighborhood or city; <br />b)That the proposed building or use will not have a substantial or undue adverse effect upon adjacent <br />property, the character of the neighborhood, traffic conditions, utility facilities and other matters <br />affecting the public health, safety and general welfare; and <br />c)That the proposed building or use will be designed, arranged and operated so as to permit the <br />development and use of neighboring property in accordance with the applicable district <br />regulations. <br />58 <br /> <br />
