September 11, 2019 <br />Centerville City Council <br />Page 4 of 5 <br />We recommend that the City Council approve a Conditional Use Permit for the Centerville <br />Storage project with the following conditions: <br />1)Exterior storage of goods or vehicles is not permitted. <br />2)Sales or auctions on the premises are not permitted except for auctions conducted by the <br />facility owner no more than four times a year for items that have been stored in the facility, <br />not outside property or items brought onto the site for the auction. <br />3)The facility will consist of individual storage units for retail customers, with individual rental <br />spaces of no more than 500 square feet, not large industrial type warehousing. <br />4)The hours of operation will be limited to 7:00 am to 10:00 pm. <br />5)Site lighting will be downcast cutoff type fixtures directed away from adjacent residential <br />uses with no more than one half (0.5) foot-candle of light at all exterior lot lines. The lighting <br />plan will be submitted to the City Planner and City Engineer for review and approval <br />before a building permit is issued. <br />6)The site plan and storm ponding plan will be modified by reducing the length of the <br />southern building to set it back from the west edge of the site and removing proposed <br />storm ponding in an area 40 to 60 feet wide along the western edge of the site. The intent <br />is to preserve and enhance existing landscape screening along the western edge. <br />7)Landscaping and screening shall be provided as indicated on the landscape plan dated <br />8/29/2019 with the following features and modifications: <br />a.Landscaping will be provided around the edges of the site and around the <br />wetland as shown on the 8/29/2019 plan. <br />b.The facility will provide a fence or wall in the rear yard that is at least 90% opaque, <br />or a double row of evergreen trees or shrubs, at least 6 feet high, to screen activity <br />areas on site from adjacent residential uses. <br />c.Existing trees and vegetation on the west side of the site will be preserved in an <br />area 40 to 60 wide to be determined in discussion with the applicant and City staff. <br />The intent is to screen the residential uses to the west. Additional overstory or <br />understory trees and shrubs will be added as need to provide an effective screen, <br />to be reviewed and approved by the City Planner and City Engineer. <br />8)The exterior building materials will be revised to be face brick, finished block or other <br />textured masonry product. <br />9)Signage for the project will be reviewed and approved by the City Planner. <br />59 <br /> <br />
