September 11, 2019 <br />Centerville City Council <br />Page 5 of 5 <br />10)All engineering, infrastructure and stormwater issues will be resolved to the satisfaction of <br />the City Engineer prior to issuance of a building permit. <br />11)The users of the site will produce no noise, vibrations, air pollution, light pollution, fire <br />hazards or noxious emissions which will disturb or endanger neighboring properties. <br />12)Applicant will follow the applicable standards and requirements of the City of Centerville <br />City Code, Rice Creek Watershed District, Anoka County, Army Corp of Engineers, FEMA, <br />Minnesota DNR and any other agency having jurisdiction over the property and shall <br />secure those same files with the City. <br />Findings of Fact for Conditional Use Permit <br />The Planning and Zoning Commission might consider the following Findings of Fact in support of <br />their recommendation on the Conditional Use Permit: <br />1) <br />as a mini-storage use. <br />2) sales on site serves the goal of creating an <br />attractive high quality business environment in the business park. <br />3)Te hours of operation in a self-serve storage <br />facility is reasonable to protect the peace and quietude of adjacent residential areas. <br />4)e building materials is reasonable to protect <br />the investment and character of its business districts. <br />5)The Cie <br />residential area to the west is reasonable. <br />6)The project as proposed with the additional conditions imposed by the City meets the <br />criteria for granting a Conditional Use Permit in Section 156.320(B)(2) of the Zoning Code. <br />Site Plan Review <br />We recommend that the City Council approve of the Site Plan for Centerville Storage with the <br />following conditions: <br />1)The site plan will include a wall or fence buffer to the adjacent residential area at least 90% <br />opaque and at least 6 feet in height. <br />2)The landscape plan will be modified as detailed above. <br />60 <br /> <br />
