Fischer, P.E. <br />County Engineer <br />Anoka County Highway Department <br />1440 Bunker Lake Boulevard <br />Andover, Minnesota 55304 <br /> <br />SUBJECT: CSAH 14/54 Alternatives Study <br />Hardwood Creek Transportation Improvements <br />Lino Lakes, Minnesota <br /> <br />Dear Mr. Fischer: <br /> <br />As you are aware, the City of Lino Lakes is currently working with Hardwood Creek, LLC to <br />master plan a 360 acre tract ofland lying northwest of the I-35E/CSAH 14 interchange. The site <br />is guided for mixed use development comprised of approximately 1,150 residential units and <br />500,000 sq. ft. of commercial development. <br /> <br />Over the past four years the City of Lino Lakes, City of Centerville, and Anoka County have <br />expended a significant amount of time and financial resources to evaluate long term <br />transportation improvements to service this growing area. The CSAH 14 Alternative Analysis <br />Report, completed in July of 2004, and the I-35E Corridor AUAR, completed in October of <br />2005, both identified the need for a significant investment in transportation improvements. More <br />significantly, transportation forecasts in both studies identified the increasing importance of <br />CSAH 54 as a primary thoroughfare within the corridor. Both studies also placed a high degree <br />of importance on access management to insure and improve mobility and safety on roadways <br />serving the area. <br /> <br />In light of these studies the City was supportive of the access modifications proposed as part of <br />the CSAH 14 project, specifically with regards to 21 st Avenue. The City has also taken steps to <br />incorporate Anoka County's Access Spacing Guidelines as part of the mitigation plan included <br />in the City's I-35E Corridor AUAR.
