City of Centerville <br />Council Meeting Minutes <br />December 11, 2019 <br />Administrator Statz stated that in order to move forward with the project, the Plans and <br />Specifications and authorizing the advertisement for bids needed to be completed. He stated that <br />following the receipt of bids which would be January 21, 2020 the Council would then consider <br />calling for Ordering Preparation of Proposed Assessments and calling for a hearing on those <br />Assessments. <br />Council Member Koski questioned the increase of approximately 150,000 since the feasibility <br />study in June. Administrator Statz stated that the majority of the costs were associated with storm <br />water and the future redevelopment of the downtown. <br />Additional discussion took place regarding bids, climates for bids, future assumptions associated <br />with the project. <br />Motion by Council Member Koski, seconded by Council Member Lakso to Adopt Res. #19- <br />Advertisement for Bids as Presented. All in favor. Motion carried. <br />3. Application for Rice Creek Watershed District Stormwater Management Grant <br />Program <br />Administrator Statz stated that Council should be aware that the City was successful in receiving <br />a grant for $100,000 from Metropolitan Council associated with th <br />stormwater reuse system at LaMotte Park. He stated that he estimated that the improvements to <br />the system would exceed the current grant amount and additional funding would ensure that all <br />facets are completed at one time. <br /> <br />Discussion ensued regarding design, ponding, obtaining permission to pump water onto others <br />property, accounting for credits and metering of gallons of water pumped. <br /> <br />Motion by Council Member Lakso, seconded by Council Member Love to Authorize the <br />Submission of an Application for Rice Creek Watershed District Stormwater Management <br />Grant. All in favor. Motion carried. <br />4. <br />Previously discussed as Item #1. <br />5. Water Base Rate Discussion <br />Administrator Statz stated that Council has discussed this item in the past and Council has <br />requested additional information as to how the <br />would affect current high-end commercial/institutional water users. Administrator Statz stated <br />that the current calculation for these entities is one WAC unit multiplied by the base rate of $14.85 <br />which is the same as any residential home. He also stated that with the amount of water usage, <br />these entities are utilizing the system more and it is believed that a more equitable system could <br />be achieved by multiplying the number of SAC units determined by Metropolitan Council would <br />Page 5 of 9 <br />7 <br /> <br />
