CITY OF CENTERVILLE
PLANNING AND ZONING COMMISSION

Pursuant to due call and notice thereof, the Planning and Zoning Commission held its regular
meeting on Tuesday, January 7, 2020 at 6:30 p.m.

PRESENT: Chairperson Darrin Mosher
Commissioner Mark Haiden
Commissioner John Krueger
Commissioner Darrell (DJ) Olson, Jr.
Commissioner Nick Twohy
Commissioner Linda Broussard Vickers
Commissioner Ben Fehrenbacher

STAFF: City Administrator/Engineer Mark Statz
Council Liaison Russ Koski

I. CALL TO ORDER

The meeting was called to order at 6:31 by Chairman Mosher.

II. PLEDGE OF ALLEGIANCE

III. APPROVAL OF AGENDA

Motion by Commissioner Broussard Vickers, seconded by Commissioner Krueger to
Approve the Agenda as presented. All in favor. Motion carried.

IV. PUBLIC HEARINGS (6:30 PM or shortly thereafter)

1. Conditional/Interim Use Permit – 1825 Main Street – Memory Care Facility

Administrator Statz introduced the topic and gave a brief overview of the proposed project. Next,
City Attorney Glaser addressed the idea to pursue an Interim Use Permit (IUP) in lieu of a
Conditional Use Permit (CUP). He noted that this substitution is allowed by the city code; any use
allowed as a conditional use, can also be allowed as an interim use. He further explained that this
approach would allow the applicant to begin the project, but will give the city the flexibility to
determine appropriate, more permanent conditions to be included in an eventual CUP. The IUP
would run for at least one year from the date of the facility opening its doors. At that point the
applicant could apply for a CUP. This year of operation would help inform the conditions to be
placed on the CUP.

City Planner, Phil Carlson, next addressed the commission, reviewing the proposed projects’
conformance with setbacks, parking, screening, landscaping the like. Various conditions for
approval and a draft findings of fact were contained in Mr. Carlson’s staff memo.
