City of Centerville <br />Planning and Zoning Commission <br />January 7, 2020 <br /> <br />Motion by Commissioner Mosher, seconded by Commissioner Haiden to Open the Public <br />Hearing on the Conditional or Interim Use Permit at 1825 Main Street for a Specialized <br />Care Facility (Memory Care) at 6:56 PM. All in favor. Motion carried. <br /> <br />The following people addressed the Committee during the public hearing: <br /> <br />Tom Wilharber, 6849 Centerville Rd. <br />o Felt the facility would be a benefit to community <br />o Noted that there have been drainage concerns for folks to the north <br />o Was glad to hear the staff reports’ emphasis on addressing public safety resources, since <br />more public safety calls = more money <br /> <br />Rick Gonion, (Applicant) <br />o Two people operate facility during the day <br />o One staff overnight (9 pm to 6 am) <br />o Licensed nurse on call 24/7 <br />o A Hoyer Lift would be on site and personnel would be trained in its use. <br />o Mr. Gonion is a former Vadnais Heights Fire Fighter and recognizes the need to keep calls <br />for service to the public safety personnel to a minimum <br />o Memory Care so many people are able bodied <br />o License given only after building inspection <br />o This is first facility for Rick and Amber <br />o On-call nurse makes assessments of whether or not 911 is appropriate <br />o Mr. Gonion would like to discuss the screening requirements to allow a view to the storm <br />pond in back. Staff suggested a possible delay in the need for a fence/screening <br />requirement until or unless it is shown to be a problem with neighbors <br />o Doors will have time delayed egress <br />o Doors would be camouflaged from the inside <br />o Concrete encased meeting room will double as storm shelter <br />o Will prepare food and will have Anoka County License <br />o CNA Certified Nursing Assistant on staff <br />o Amber (Gonion) worked in Assisted Living Facility and will be an integral part of the staff <br />here <br />o “Private Pay” initially; “Elderly Waivers” if necessary. <br /> <br />David West, 1824 Main Street <br />o Mother-in-law escaped from her Memory Care Facility, so glad to hear of fencing, other <br />security measures <br />o Welcome to Centerville <br /> <br />William Rust, (Architect for the project) <br />o Building intends to have a “home” feel <br />o Would like to discuss alternatives to Hardi Board <br /> <br />Motion by Commissioner Broussard Vickers, seconded by Commissioner Mosher to Close <br />the Public Hearing at 7:53 p.m. All in favor.
