City of Centerville <br />Council Meeting Minutes <br />January 22, 2020 <br /> <br />liaison to the Commission. Council Member Koski stated that several members of <br />the public were in attendance, were in favor of the project and that it was a for profit <br />business. He also stated that he felt the operators where forthcoming, it appears to <br />be a viable project and recommended for Council consideration by the <br />Commission. <br /> <br />Council Member Montain stated that it appears as policies are in place for patient <br />lifts/falls but it remains to be seen if calls for public safety services are needed will <br />be increased due to the facilities operation. <br /> <br />Mr. Brian Stepan, Rust Architects, P.A. introduced himself to Council and <br />discussed aesthetics, building materials and stated that these units are constructed <br />to appear as though they are residential homes but also fit within retail type business <br />areas. He stated that they attempted to break up the stone with windows and siding <br />(hardyboard or LP). Administrator Statz stated that a textured masonry product <br />would work well and withstand the elements of Minnesota. Acting Mayor Love <br />stated that the Code requires a higher standard than other communities may but the <br />City is excited to have them be a part of our community. <br /> <br />Motion by Council Member Montain, seconded by Council Member Koski to <br />Approve the Interim Use Permit (IUP) Findings of Fact Addressed in Stantec <br />Memo Dated January 22, 2020, Presented IUP Document and to Approve the <br />Submitted Site Plan with the Recommendations Outlined in the Stantec Memo <br />Dated January 22, 2020 with the Addition of “It is reasonable for the City to <br />place operating conditions on the facility to ensure that an increase in <br />emergency service is the responsibility of the applicant, and not the city.” <br />Language Added. All in favor. Motion carried. <br /> <br />X. COUNCIL/ADMINISTRATOR ANNOUNCEMENTS <br /> <br />1. Administrator’s Report <br /> <br />Administrator Statz stated that his report was forwarded to Council via email and that he <br />would answer any questions that were asked. He reported that an additional individual was <br />interested in constructing a 32-unit memory care facility recently. He also reported that <br />attendance was high at the Skate/Sled Night event and he thanked all who volunteered and <br />participated. <br /> <br />Council Reports <br />a. Lakso – Council Member Lakso was absent from the meeting, no reports were <br />given. <br /> <br />i. Parks and Recreation Committee – <br />ii.
