City of Centerville <br />Council Meeting Minutes <br />January 22, 2020 <br /> <br />a. Interim Use Permit <br />b. Site Plan <br /> <br />Administrator Statz stated that Gonion Group had submitted an application for <br />Conditional Use Permit to construct a 16-unit memory care facility on the parcel <br />located between CenterMart and Apple Academy (1825 Main Street) but through <br />additional research it was determined that an Interim Use Permit would be more <br />appropriate until such time as licensing has occurred. He also stated that they <br />applied for Site Plan review. He reported that the Planning & Zoning Commission <br />held a Public Hearing regarding the item at their last meeting with Mr. Phil Carlson, <br />Engineer and City Attorney Glaser present. He explained that the Commission <br />recommended approval of the Interim Use Permit and Site Plan. <br /> <br />Administrator Statz stated that a representative was on hand to answer questions <br />but the facility operators were unavailable to attend the meeting. They desired to <br />have the item placed on the agenda to continue the process allowing for <br />construction not to be delayed. <br /> <br />Attorney Glaser stated that this is the first memory care facility for the operators <br />who are currently unlicensed, there are concerns regarding public safety services <br />utilized due to minimal staffing anticipated for the facility. He stated that there has <br />been review over their anticipated staffing levels and hours. He stated that an <br />Interim Use Permit would allow them the ability to obtain financing for the <br />construction of the building, to operate, allow the City to gauge their usage of public <br />safety services and determine whether a Conditional Use Permit in the future is <br />appropriate. <br /> <br />Planner Carlson stated that the use is allowed in code and suitable for the site’s <br />zoning. He stated that the facility is smaller in nature than most. He stated it is <br />unclear how many times services will be utilized or if ever. He stated that he <br />believed that an Interim Use Permit protected the City while allowing the facility <br />operators to operate. It the City is not satisfied with the operation, the Interim Use <br />Permit may be denied at review time which is one (1) year. He also stated that <br />landscaping, parking, and screening concerns had been addressed. He stated that <br />the site plan includes a fenced in patio which is allowable and protects the residents <br />from wondering. <br /> <br />Planner Carlson reported that there were three (3) conditions for recommending the <br />site plan; landscaping and screening, exterior building materials and <br />drainage/utility easement through middle of site vacation with developer incurring <br />associated costs. He also stated that his recommendation would also include the <br />City’s ability to place reasonable operating conditions on the facility to ensure that <br />an increase in emergency services are the responsibility of the applicant and not the <br />City. <br /> <br />Acting Mayor Love requested that Council Member Koski comment about the <br />Public Hearing that was held at the Planning & Zoning Commission as he is the <br />Page 6 of 8 <br /> <br /> <br />
