ELMCREST VISTAS, LLC <br />May 5, 2020 <br />City of Centerville <br />Attn: Mark Statz, City Administrator <br />1800 Main Street <br />Centerville, MN 55038 <br />Email: mstatz@centervillemn.com <br />Re: Status of Old Mill Estates Single-Family Development Via e-mail only <br />Dear Mark: <br />Thank you for meeting with me yesterday to discuss the status of certain matters related to the <br />Old Mill Estates single family housing development, located off of Old Mill Road, north of <br />Revoir Street. The purpose of this letter is to give a general development update and address a <br />resident concern related to the ponding of water on our development site. <br /> <br />Construction is well under way alo <br />of the fourteen lots have been sold with homes currently being constructed, and the two <br />remaining lots are under contract to be sold this e area to be known as <br />Laramee Lane, immediately south of Old Mill Court, which will connect on its east end to <br />Revoir Street. <br /> <br />Phase II lots were set to be put under contract earlier this spring, before the COVID-19 pandemic <br />set in and caused our builders to pause their planning. The good news is that the two builders <br />who built Phase I have told us that they still hope to move forward this year with Phase II. <br />However, they need until at least the end of May to provide us a schedule for taking down lots in <br />Phase II, because they too are trying to understand new homebuyer demand in the wake of <br />COVID-19. We hope to have much more clarity with respect to Phase II timing by the end of <br />May or shortly thereafter. In the meantime, you can see that we had fully intended to be moving <br />forward with Phase II this spring, having already purchased significant piping and fill to begin <br />Phase II stormwater improvements. Those items were delivered to and remain at the <br />development site, with the intention that we will commence construction shortly after receiving <br />commitment from our builders. <br /> <br />With respect to Phase I improvements, you and I previously discussed that it was more sensible <br />sidewalk along Old Mill Court and the trail <br />mpleted at a later date. We plan to complete <br />the trail concurrently with the final lift of asphalt on Old Mill Court and the first lift of asphalt on <br />Phase II, which is anticipated to be fall of 2020, as Phase I homes are mostly complete. The <br />reasons for this is the efficiency of having both asphalt projects constructed at the same time, and <br />not wanting to lay asphalt at a time when it may get later damaged and need to be replaced. The <br />Phase I Development Agreement obligates us to lay the final lift of asphalt on Old Mill Court by <br />November 1, 2020, and we request that you extend the time for completing the trail until that <br /> <br />
