2 East Road
C ENTENNIAL
Circle Pines, MN 55014
F IRE D ISTRICT
651-792-7900

P RIDE H ONOR I NTEGRITY P ROFESSIONALISM
a9ah
To: Mark Statz, Centerville City Administrator
Jim Coan, Centennial Lakes Police Chief
From: Harlan Lundstrom, Fire Chief
Date: May 8, 2020
Subject: Centerville Ambulance Service Change June 1, 2020
Background
The Minnesota Emergency Medical Services Regulatory Board (EMSRB) was created by the Minnesota
Legislature in 1995 to regulate emergency medical services in the state. As such the EMSRB oversees the
assignment of Primary Service Areas (PSA) for all ambulance services in the State.

The ambulance PSA that covers Centerville is assigned to Fairview Hospital in Wyoming. Fairview has had a
contract with North Ambulance for years to cover the area. With Fairview becoming M Health Fairview they
will be providing their own ambulance service and discontinuing the contract with North Ambulance. The
switch in providers will take effect June 1, 2020.

The PSA for this area has an overlap of M Health Fairview and Allina which gives us the unique option of
choosing the ambulance service to provide coverage to Centerville. If we were to choose Allina over M Health
Fairview the City would have to adopt a resolution.

M Health Fairview
If we do nothing M Health Fairview will automatically become the ambulance service for Centerville June 1,
2020. If Centerville stays with M Health they could at anytime switch to Allina by city resolution. M Health
Fairview has developed a lease agreement for using station 3 as a base for an ambulance. We do know that
their base is in Forest Lake and it will take 11 minutes or 8.9 miles to Centerville City Hall. If an ambulance is
stationed at Hugo Fire Department it will take 6 minutes or 3.3 miles to City Hall.

Pros
M Health locates an ambulance at the Centerville fire station incurring monthly revenues of $600.
Response time

Cons
